Chapter - 13 Public Participation & Public Awareness and Stake Holders Consultationii.iii.There are costs involved in such programmes and part <strong>of</strong> the O&M burden will have to beborne by them,The communities are effectively involved in all stages <strong>of</strong> the project cycle fromconceptualisation, to preparation, to finalisation, to implementation and finally O & M.13.3 PUBLIC AWARENESS AND PUBLIC PARTICIPATION AS FRONT END ACTIVITYPublic Awareness & Public Participation should be a front-end activity <strong>of</strong> the project.The entire programme <strong>of</strong> conservation should be conceived, formulated, implemented,monitored and evaluated in close consultation with the stake holding communities followingthe approach <strong>of</strong> 'Participatory Appraisal'.The agency that will plan, implement and coordinate the awareness campaign should beidentified. With a view to focus on issues relating to protection and improvement and cleaning<strong>of</strong> rivers, a massive program <strong>of</strong> environment education and awareness is imperative. Centreand states may launch this campaign through a program <strong>of</strong> volunteers called NATIONAL GREENVOLUNTEERS.13.4 TARGET GROUPSi. Local influential/Community leaders,ii. Local NGOs,iii. School teachers and students,iv. Elite groups and organisations like Rotary Club, Lions club, Associations and forums <strong>of</strong>writers and artists, etc.,v. Religious leaders and priests,vi. Representatives <strong>of</strong> industry and commerce,vii. Leaders <strong>of</strong> trade unions and organisations like safai karamchari sanghs,viii. Leaders <strong>of</strong> teachers and students associations,ix. Representatives <strong>of</strong> political parties including the elected <strong>of</strong>fice bearers and members <strong>of</strong>local bodies,x. Members <strong>of</strong> legislative assemblies, legislative councils and parliament representative <strong>of</strong>local constituencies,xi. Representatives <strong>of</strong> media viz. editors/correspondents <strong>of</strong> local press and key functionaries<strong>of</strong> local radio and TV stations,xii. Grassroot level functionaries <strong>of</strong> Municipalities and state government departments likepublic health, forestry, Jal Nigam, PWD, etc.,13.5 ACTION POINTS FOR COMMUNITY AWARENESSi. Action be taken to get the Urban Local Body (ULB) to discuss the issue <strong>of</strong> river pollution –causes and effect and the need to take conservation measures.ii. Request the ULB to set up a Committee on Awareness Generation and PublicParticipation for the entire city. Members <strong>of</strong> the Lok Sabha and the Vidhan Sabha may becoopted as special invitees. In turn, the Committee should invite civil societyorganisations in the city that are active to participate in the Awareness Generation and84
