Chapter - 5 Detailed Project Reports <strong>of</strong> Sewerage Schemesthe desired objectives and costs <strong>of</strong> mitigation <strong>of</strong> any adverse environmental impacts must beconsidered on the costs assigned for the alternatives. Best option arrived from the LCC analysisshould be selected and details should be presented in the DPR.5.9.2 Discharge <strong>of</strong> treated effluentSTP projects are to be formulated taking in to account recycling / reuse <strong>of</strong> effluent for irrigation,industrial purposes etc. The option <strong>of</strong> discharging the STP effluent into the river should also beconsidered.All key parameters should be explained with detailed justification in the DPR.5.9.3 Options for locating STPs(i)(ii)(iii)(iv)The following options have to be generally considered for locating STPs:(a) One, with a decentralised approach, which would envisage collection, treatmentand disposal <strong>of</strong> wastewater in the neighborhood itself.(b) The second option involves conveying the collected wastewater to a centralised STPfrom where it could be suitably disposed <strong>of</strong> into the river or used for irrigation.(c) Locating the STP further away where land at lower rates is available and inexpensivetechnology can be adoptedAll options have to be analysed in the right perspective taking into consideration capitaland recurring costs and views <strong>of</strong> stakeholders. Proper justification should be presented inthe DPR for the selected option.The proposed sites should be marked on the map.The notification dated 14th September 2006 <strong>of</strong> MoEF makes EIA mandatory for newtownship projects <strong>of</strong> certain categories. This provision must be complied with for newcolonies under advice <strong>of</strong> NRCD.Also, it should be ensured that land would be acquired within a reasonable time.5.10 RESISTANCE FROM HOUSE OWNERSA problem that is likely to be faced in respect <strong>of</strong> branch/lateral sewers is the resistance fromhouse owners who already have septic tanks and may not be inclined to make fresh investmentfor house connections. Public resistance is also likely in respect <strong>of</strong> sewerage routes and STPlocations. All these issues need to be addressed through public education, awareness andparticipation at the required stage <strong>of</strong> the project. To encourage house owners to take houseconnections, the ULB may consider <strong>of</strong>fering beneficiary-friendly payment terms and onetimeincentive, as prescribed in clause 5.6 (i).5.11 DEDICATED FEEDERS AND GENERATORSAvailability <strong>of</strong> uninterrupted power for continuous operation <strong>of</strong> pumping stations and STPsneeds to be ensured. Diesel generation sets have not helped the situation due to high cost <strong>of</strong>operation. Provision <strong>of</strong> dedicated feeders for PSs and STPs is essential to meet programmeobjectives. DPR should contain details <strong>of</strong> such feeders like the length <strong>of</strong> the cable from thesource <strong>of</strong> power, specifications <strong>of</strong> transformers, and estimated cost. However, capacity is to bedetermined on the basis <strong>of</strong> requirement.46
