CHAPTER 21PROCESSES IN PROJECT PREPARATION21.1 DPR FOR EACH COMPONENT SCHEME OF POLLUTION ABATEMENT PROJECTA project for the abatement <strong>of</strong> pollution <strong>of</strong> a river consists <strong>of</strong> many components. Differentcomponents are within the area <strong>of</strong> responsibility <strong>of</strong> different organisations and the fundingsources may also be different. Since the DPR forms the basis <strong>of</strong> consideration for the grant <strong>of</strong>financial assistance, for each component there should be a DPR. It is necessary that it should beself contained.21.2 PROCESSES IN PREPARATION AND PROCESSING OF DPR- FLOW CHARTThe processes involved are given in the flow chart figure 1. The chart is self explanatory. It willbe seen that preparation <strong>of</strong> the city sanitation plan <strong>of</strong> the identified city is the first step. Theschemes, which need to be implemented for improving the river water quality, are identified inthe CSP. The CSP also identifies the agencies that have responsibility <strong>of</strong> different schemes.While the preparation <strong>of</strong> the DPRs <strong>of</strong> the sewerage schemes <strong>of</strong> interception and diversion <strong>of</strong>Wastewater is to be preceded by feasibility report, the DPRs <strong>of</strong> non-sewerage schemes may beprepared without preparing their feasibility report.The CSP should be under go public consultation at the stage shown in the Flow Chart. LikewiseDPRs <strong>of</strong> non-sewerage schemes and the feasibility report <strong>of</strong> sewerage schemes should alsoundergo consultation at the stage shown in the flow chart. The plans/reports that are subjectedto public consultation should be finalized incorporating the results <strong>of</strong> these consultations.All DPRs need to be submitted to the SPMU through the District PMU and the Stateimplementing agency, which will submit to the NRCD. The DPRs <strong>of</strong> schemes that are eligible forfunding by other Ministries / Departments should be submitted to them under intimation tothe NRCD.The processes and the activities shown in the flow chart, figure 21.1 should be invariablyfollowed.21.3 SUGGESTIVE STRUCTURES FOR PROJECT REPORTSIn order to ensure that the required items are covered in the project reports, the contents <strong>of</strong>chapters to be covered in the following reports are suggested:i. City Sanitation Plan (Annexure 9)ii. Feasibility Scheme <strong>of</strong> Sewerage Scheme (Annexure 10)iii. Detailed Project Report (Annexure 11)For reports <strong>of</strong> non sewerage works there is no structure suggested as these will be site specific.107
