In Jhuggi-jhompri clusters instead <strong>of</strong> charging fee fromindividuals, family pass system with a reasonable monthly charge would be desirable.(v ) The net deficit or surplus for O&M must be indicated.(vi) Maintenance <strong>of</strong> cleanliness and hygiene is the key for sustaining such projects. This mustbe kept in view while assessing the project economics.(vii) O&M should be on long term and DBO model / basis where the operator would beauthorised to collect user charges.7.9 PUBLIC PARTICIPATION(i)(ii)(iii)Public participation through education and awareness is a key parameter to achievesustainability.The NGO or CBO engaged for implementation and O&M <strong>of</strong> CTCs should organiseeducation and awareness programmes for target groups round the year in pre and postcommissioning stages.Among other things, the focus <strong>of</strong> the programme should be to dispel health hazards dueto the practice <strong>of</strong> open defecation as also its impact on river pollution.7.10 COST ESTIMATES(i)(ii)(iv)Cost estimates <strong>of</strong> other components should be prepared in standard formats. Theseshould be based on the detailed bill <strong>of</strong> quantities, specification <strong>of</strong> materials, structuresand rates as per the latest SORs.Bill <strong>of</strong> quantities, specifications and drawings must be presented in a separate volume.The DPR would also be used for preparation <strong>of</strong> NIT and tendering the project.
