186.-(1) The Commissioner shall, where goods are for outwardprocessing, fix or agree to the rate of yield of the operation by reference tothe actual conditions made under which it is effected.(2) Upon fixing or agreeing to that rate, the description, quality and quantity ofthe various compensating products shall be specified.(3) In fixing the rate of yield account may be taken of losses resultingfrom the nature of the goods used such as evaporation or drying out of thegoods.PART XVIAPPLICATION OF INFORMATION TECHNOLOGY187. Subject to such conditions as the Commissioner shall prescribe,customs formalities or procedures may be carried out by useof information technology.188. A person who wishes to be registered as a user of a <strong>Customs</strong>computerised system may apply in writing to the Commissioner who may-(a) grant the application subject to such conditions as he or she may impose;or(b) reject the application.189. A person shall not access, transmit to, or receive information from, a<strong>Customs</strong> computerized system unless that person is a registered user of thesystem.190. Where at any time the Commissioner is satisfied that a person who is aregistered user of a <strong>Customs</strong> computerised system has-(a) failed to comply with a condition of registration imposed by theCommissioner under section 188 of this <strong>Act</strong>;120
