No. 1 <strong>East</strong> <strong>African</strong> <strong>Community</strong> <strong>Customs</strong> <strong>Management</strong> 2005(2) Where any such officer goes on board any coasting aircraft orcoasting vessel he or she may require the master or agent thereof toanswer any questions concerning the aircraft or vessel, its cargo,stores, baggage, crew, and passengers, and to produce any books anddocuments which are, or should be on board the aircraft or vessel.(3) An officer may examine any goods which have been unloadedfrom any aircraft or vessel after carriage coastwise or which arebrought to any port or place to be loaded onto any aircraft or vessel forcarriage coastwise in a Partner State; and for the purposes of theexamination the officer may require the owner of the goods to unpackor open and to repack the goods at the expense of the owner.(4) A master who-(a) refuses to answer any question or to produce any books ordocuments as required by an officer under subsection (3); or(b) makes any incorrect reply to any such question,commits anoffence and shall be liable on conviction to a fine notexceeding two hundred and fifty dollars and the aircraft orvessel in relation to which the offence has been committedmay be seized and detained until the fine is paid.PART IXPROVISIONS RELATING TO SECURITIES106. The Commissioner may require any person to give security forthe due compliance by that person with this <strong>Act</strong> and generally for theprotection of the <strong>Customs</strong> revenue; and, pending the giving of suchsecurity in relation to any goods subject to <strong>Customs</strong> control, theCommissioner may refuse to permit delivery or exportation of suchgoods or to pass any entry in relation thereto.107.-(1) Where any security is required to be given under this <strong>Act</strong>,then that security may be given to the satisfaction of the Commissionereither-(a) by bond, in such sum and subject to such conditions andwith such sureties as the Commissioner may reasonablyrequire; orCommissionermayrequiresecurityGeneralprovisionsrelatingto givingofsecurity79
