No. 1 East African Community Customs Management 2005(a) the aircraft or vessel may be boarded and searched by theproper officer in the same manner as any other aircraft orvessel and the proper officer may cause the goods to betaken ashore and placed in a Customs warehouse;(b) the person in command of the aircraft or vessel shall-(i)deliver an account in writing of the goods and of thequantity, marks, and names of the shippers andconsignees of the goods;(ii) answer all questions put to him or her by the properofficer in relation to the goods.
