No. 1 <strong>East</strong> <strong>African</strong> <strong>Community</strong> <strong>Customs</strong> <strong>Management</strong> 2005(h) the operations and management, of a preventive service andterms and conditions of all officers in such service;(i) the information to be supplied by the importer or transferee,or any other person concerned with the importation or transferof goods, for the purpose of the proper valuation, and theproduction of books of accounts or other documents relatingto the purchase, importation or transfer, or sale of thegoods;(j) the regulation and control of the conduct of business andoperations of refineries and the manner in which petroleumproducts shall be distinguished for the purposes of <strong>Customs</strong>control;(k) the use of information technology in customs operations;(l) the security to be given in accordance with section 107.(2) Any regulations made under subsection (1) may provide that anyperson contravening any of the provisions thereof commits an offenceand may provide penalty therefor.(3) The Council may, with the approval of the <strong>East</strong> <strong>African</strong>Legislative Assembly, make regulations to adjust any penalty or fineprescribed under this <strong>Act</strong>.Savingsand transitionalprovisions252.-(1) The provisions of the Partner States' <strong>Customs</strong> laws in forceat the commencement of this <strong>Act</strong> and all regulations, warrants and actsof the Commissioners under the Partner States' <strong>Customs</strong> laws shallcontinue in force and apply to-(a) the payment of duty payable before the commencement ofthis <strong>Act</strong>;(b) the assessment of and payment of any duty assessed orpayable before the commencement of this <strong>Act</strong> ,as if this<strong>Act</strong> had not been passed.(2) Where security was given for the doing of any act or for theprotection of revenue or for an obligation to pay duty, whether by bondor otherwise, in the Partner States' under the <strong>Customs</strong> laws in force at152
