The proper officer may, unless other provision is lawfully made,direct at what particular part of any port or other place any aircraft orvessel shall moor or discharge its cargo.23.-(1) A person, except the port pilot, the health officer, or anyother public officer in the exercise of his or her duties and dulyauthorized, shall not, save with the permission of the proper officer,board any vessel before the proper officer.(2) A person who contravenes this section commits an offence andshall be liable to a fine not exceeding two hundred and fifty dollars.24.-(1) The master or agent of every aircraft or vessel, whetherladen or in ballast, shall, except where otherwise provided in anyregulations, within twenty-four hours after arrival from a foreign portat any port, or other place especially allowed by the proper officer,make report of such aircraft or vessel, and of its cargo and stores, andof any package for which there is no bill of lading, to the properofficer on the prescribed form and in the prescribed manner.Place ofmooring,etc.RestrictiononboardingvesselbeforeproperofficerReport(2) A report under subsection (1) shall show separately any goodswhich are in transit, any goods for transhipment, any goods which areto remain on board for other ports in the Partner States, and any goodsfor re-exportation on the same aircraft or vessel.(3) In the case of a vessel of less than two hundred and fifty tonsregister, such report shall, except where otherwise allowed by theproper officer, be made before bulk is broken.(4) The proper officer may permit the master or agent of an aircraftor vessel to amend the destination, ownership or status of goodsspecified in the report where a change in such destination, ownershipor status is intended.(5) The proper officer may permit the master or agent of an aircraftor vessel to amend an obvious error in the report, or to supply anomission, which in the opinion of the proper officer results fromaccident or inadvertence.(6) A master or agent of any aircraft or vessel who-31
