No. 1 <strong>East</strong> <strong>African</strong> <strong>Community</strong> <strong>Customs</strong> <strong>Management</strong> 2005(b) goods for carriage coastwise or transfer shall not beunloaded from or loaded on to any aircraft or vessel exceptat an approved place of loading or at a sufferancewharf:Provided that goods may be unloaded from any suchaircraft or vessel, or loaded on to any such aircraft orvessel, on to or from any other vessel or vehicle used for thepurpose of the carriage of goods between such aircraft orvessel and an approved place of landing or sufferancewharf;(c) all goods which have been unloaded or landed from acoasting vessel or a coasting aircraft shall, if the properofficer so requires, be conveyed forthwith to a <strong>Customs</strong> areaor transit shed;(d) all goods which have been transferred by road shall, if theproper officer so requires, be conveyed forthwith, to aCustom house or to such other place as the proper officermay direct.(2) A person who contravenes this section, or any of the conditionswhich may have been imposed by the proper officer, commits anoffence and shall be liable on conviction to a fine not exceeding twohundred and fifty dollars; and any goods in respect of which suchoffence has been committed, and any vehicle in which such goodswere transferred shall be liable to forfeiture and any coasting aircraftor coasting vessel in relation to which such offence has beencommitted may be seized and detained until the fine is paid.Transirerequiredfordeparturecoastwiseandtransfer100.-(1) Coasting aircraft or coasting vessel, or any aircraft orvessel which is carrying goods coastwise or goods for transfer inaccordance with section 98, shall not depart from any port or placewithin a Partner State unless transire has been granted by the properofficer.(2) The master or agent of any aircraft or vessel to which subsection(1) applies intending to depart coastwise or carrying goods for transfer,shall deliver to the proper officer an account in triplicate on theprescribed form containing the particulars of all cargo taken on boardfor carriage coastwise or for transfer; and the original thereof, dated76
