No. 1 East African Community Customs Management 2005(b) goods shall not be loaded on such aircraft or vessel beforeentry outwards referred to in subsection (1)is made.(3) Any master or agent who contravenes subsection (1), and anymaster who permits any goods to be loaded contrary to subsection (2),commits an offence.Loading,etc.75.-(1) Save with the written permission of the proper officer andsubject to such conditions as he or she may impose-(a) goods shall not be put on board any aircraft or vesseldeparting to a foreign port unless such goods have first beenduly entered;(b) goods shall not be put on board any aircraft or vesseldeparting to a foreign port at any time except as may beprescribed by the Commissioner;(c) goods shall not be put on board any such aircraft or vesseldeparting to a foreign port except from an approved placeof loading or from a sufferance wharf:Provided that-(i)goods may be put on board any such aircraft or vesselfrom another aircraft or vessel on to which they hadbeen put on board in order to be loaded on to suchaircraft or vessel;(ii) with the permission of the proper officer and subjectto such conditions as he or she may impose, goodsreported for transhipment may be loaded on to suchaircraft or vessel from another vessel;(d) goods shall not be put on board any vessel departing to a foreignport before entry outwards of such vessel;(e) goods shall not be put on board any vessel to be loaded onto any aircraft or other vessel departing to a foreign port ifsuch goods may not, under the provisions of this subsection,be directly put on board such aircraft or other vessel;62
