No. 1 <strong>East</strong> <strong>African</strong> <strong>Community</strong> <strong>Customs</strong> <strong>Management</strong> 2005aircraft or vessel, then such goods shall be duly re-exported withinsuch time and subject to such conditions as the Commissioner mayspecify; and where such goods are not so re-exported, then, as from thelast date on which they should have been so re-exported, they shall bedeemed to be prohibited goods, or restricted goods, as the case may be,and to have been imported on that date.ProcedureonarrivalArrival and Report of Aircraft and Vessels21.-(1) Save as provided in section 28, the master of every aircraftor vessel arriving in the Partner States-(a) shall not, except where so allowed by the proper officer inany special circumstances, cause or permit such aircraft orvessel to land, touch at, or enter, any place in the PartnerStates other than a port;(b) shall, on arriving at any such port or place, come asquickly as the conditions of the port or place admit up to theproper place of mooring or unloading without touching atany other place;(c) shall, in proceeding to such proper place, bring to at thestation appointed for the boarding of aircraft or vessels;(d) shall not, after arriving at such proper place, departtherefrom except directly to some other approved place ofmooring or unloading, or directly to some other port orplace in the Partner States, or directly on any voyage to aforeign port, in accordance with this <strong>Act</strong>;(e) shall not, after any such departure on any voyage to aforeign port, bring to within the Partner States except inaccordance with this <strong>Act</strong>, or with the permission of theproper officer, or for some cause which the master explainsto the satisfaction of such proper officer.(2) A master who contravenes this section commits an offence.
