looking beyond anatolia, this Presentation indicates that public and private
interests in Greek education are facing many of the same socio-economic,
legal regulatory and tax challenges. In this milieu, nPo’s with their governance
and fundraising experience can be trail blazers - as is anatolia.
It is becoming increasingly apparent to an ever broader segment of the
electorate that pressing governance 61 and funding 62 needs require dramatic
reforms and greater flexibility. 63 new role models are being sought and proposed
legislation is being considered promoting hybrid structures for education.
the prime example is the draft Bill which has now been enacted. 64
the centerpiece is a board and a ceo, who can also raise additional revenues
to supplement state support. 65
a friendlier legal and tax regime can surely be an enabler to both state
and nPo institutions. at best, Greek taxation policy has been short-term and
collection oriented. 66 statism has not courted or cultivated philanthropy as
a natural ally, 67 let alone supported and institutionalized it as part of the social
services system. 68 Beyond taxes, better targeted and liberalized controls
allow for greater flexibility and effectiveness. Would not enlightened reform
improve the quality and variety of legal structures, spur competition,
lead to higher rankings, 69 and better equip graduates? 70 the state cannot
do it all, but it can surely overhaul laws and regulations and engineer support
and options. 71
