213. Figure 14 illustrates the percentage of respondents that reported providing services at Stage 2, by<br />

customer orientation. As for Stage 1, respondents reported that services were targeted more to citizens than<br />

to businesses or other users. Among those reporting providing services at Stage 2, 23% had a very broad<br />

customer focus, delivering services to citizens, businesses and other users.<br />
