The committed participation of the federal government<br />
is needed if low-income people are to achieve their full<br />
potential and reach an adequate income. The May 31, 2017,<br />
report Breaking the Cycle: A Study on Poverty Reduction<br />
by the Standing Committee on Human Resources, Skills<br />
and Social Development and the Status of Persons with<br />
Disabilities (the HUMA study) speaks to the leadership<br />
role the federal government should play given its unique<br />
resources and jurisdictional responsibilities 95 .<br />
Throughout the study, the Committee heard that while poverty is not only a<br />
matter of income, inadequate or unstable incomes are among the most important<br />
factors contributing to poverty The HUMA study includes recommendations that<br />
