• Research by the Social Planning and Research Council of Hamilton found that<br />
among adults living in poverty in that city, the chance of escaping poverty the<br />
following year had decreased from 44% in 1993 to 26% in 2013 26 <br />
• A 2011 analysis <strong>for</strong> the Strengthening Rural Canada Initiatives showed that<br />
labour participation rates are 14 percentage points lower in remote areas as<br />
compared to urban areas 27 <br />
• People increasingly think that hard work and motivation are not enough to<br />
get ahead In 2015, 72% of survey respondents agreed that in Toronto hard<br />
work and determination are no guarantee that a person will succeed 52% of<br />
respondents also felt that in 25 years the next generation will be worse off<br />
than their counterparts are today 28 <br />

of First Nations communities in Ontario is 71% higher when compared to the<br />
non-Indigenous population (24% vs 14%) 29 <br />

What is the Low-<strong>Income</strong> Measure (LIM)?<br />
household size and composition, the Low-<strong>Income</strong> Measure identifies<br />
the number of families/households whose after-tax income levels are<br />
under half (50%) of the median adjusted household income.<br />
In determining the LIM, family income is “adjusted” in the sense that<br />
family needs are taken into account. Needs are determined based on<br />
the number of people in a household; as you would expect, needs<br />
generally increase as the number of household members increase,<br />
taking into account certain economies of scale.<br />
