3. The need to take a system-wide approach to outcomes and measurement<br />
This requires that data is linked across connected systems (eg, health,<br />
child welfare, education/post-secondary, justice, employment and training,<br />
housing) so the path and outcomes of an individual can be understood<br />
4. The principles of Ownership, Control, Access and Possession (OCAP ® ) are “a<br />
set of standards that establish how First Nations data should be collected,<br />
protected, used and shared” 96 These principles must be respected in the<br />
development and application of a per<strong>for</strong>mance measurement framework<br />
5. The importance of taking, in conjunction with the principles noted above,<br />
active steps to improve the collection and dissemination of data about<br />
Indigenous peoples, the absence of which is masking issues of access,<br />
stigma, discrimination and racism. All application <strong>for</strong>ms should include a<br />
voluntary question related to self-identification as an Indigenous person<br />
with an opportunity to provide further detail (ie, First Nation, Métis or Inuit;<br />
language; etc) The approach and questions need to be developed with<br />
Indigenous peoples and service delivery organizations so they are framed to<br />
eliminate any sense of judgement or stigma and provide in<strong>for</strong>mation about<br />
why the data is being collected and how it will be used Community-owned<br />
data must only be used at the wishes of the community and data must be<br />
accessible if individuals leave First Nations communities<br />
REPORTING ON PROGRESS<br />
This <strong>Roadmap</strong> lays out the case <strong>for</strong> trans<strong>for</strong>mation in the income security system,<br />
and includes detailed and specific recommendations to <strong>for</strong>ge the path ahead.<br />
The government must be held accountable <strong>for</strong> pursuing this change agenda, and<br />
<strong>for</strong> transparently, factually and regularly reporting to the public on the progress<br />
that has been made, including progress towards achieving the Minimum <strong>Income</strong><br />
