It is recognized that the catalysts <strong>for</strong> change do not sit within the authority of one<br />

ministry or minister, and that a whole-of-government approach will be required to<br />

evaluate progress and the contribution of change across the income security system<br />

Given that there is no single source of authority and accountability, we<br />

recommend that a third party—an academic institution, think tank or group of<br />

experts—review and comment on the government’s Annual Progress Report,<br />

including providing comment on the validity of statements of progress<br />

DETAILED RECOMMENDATIONS<br />

Establish<br />

an annual, publicly available report that will outline<br />

progress on the <strong>Roadmap</strong> recommendations, including<br />

progress against outcomes<br />

Establish<br />

a third-party body that will review and comment on<br />

the annual progress report and provide comments to<br />

the Cabinet<br />

20.3<br />

Require<br />

that both the annual report and the third-party<br />

comments be tabled in the Legislature<br />
