Designed <strong>in</strong> <strong>the</strong> form of a flow diagram, <strong>the</strong> Toile<br />
Industrielle® maps <strong>the</strong> productive ecosystems <strong>in</strong> <strong>the</strong><br />
Flanders-Dunkirk region with <strong>the</strong> goal of creat<strong>in</strong>g <strong>in</strong>dustrial<br />
l<strong>in</strong>ks <strong>in</strong>side <strong>the</strong> region and between it and<br />
<strong>the</strong> neighbor<strong>in</strong>g regions. It describes companies by<br />
show<strong>in</strong>g <strong>the</strong> <strong>in</strong>puts and outputs, <strong>the</strong>ir functional l<strong>in</strong>kages<br />
and <strong>the</strong> extent of <strong>the</strong>ir local roots. This approach<br />
has many advantages: to understand better <strong>the</strong> <strong>in</strong>terdependencies<br />
at play among companies; to identify<br />
<strong>the</strong> potential for territorial development; and to anticipate<br />
<strong>the</strong> impacts of changes on economic markets.<br />

of <strong>in</strong>dustries already established, reduce <strong>the</strong>ir<br />

Why is this an <strong>in</strong>terest<strong>in</strong>g circular <strong>in</strong>itiative for<br />
circular harbours?<br />
“Why does this company, based on our territory, work<br />
with <strong>the</strong> ports of Antwerp and Rotterdam - represented<br />
on <strong>the</strong> web - and not with Dunkirk?” For AGUR<br />
(Urban Plann<strong>in</strong>g and Development Agency of <strong>the</strong><br />
Flanders-Dunkirk Region) this is <strong>the</strong> k<strong>in</strong>d of question<br />
that should be asked when analyz<strong>in</strong>g <strong>the</strong> productive<br />
ecosystems. The Toile Industrielle® helps <strong>in</strong>deed <strong>the</strong><br />
decision-mak<strong>in</strong>g process by simulat<strong>in</strong>g <strong>the</strong> foreseeable<br />
impacts that some decisions would <strong>in</strong>flict upon<br />
<strong>the</strong> territory. The Toile Industrielle® is used to look for<br />
new circular economy opportunities. In particular, it<br />
served as a basis for reflections on <strong>the</strong> use of iron<br />
and steel residues.Accord<strong>in</strong>g to <strong>the</strong> development<br />
agency, “it is <strong>the</strong> ideal tool to present <strong>the</strong> <strong>in</strong>dustrial<br />
ecosystem and <strong>the</strong> potential prospects of circular<br />
economy <strong>in</strong> <strong>the</strong> Dunkirk region”. It is <strong>the</strong>refore mobilized<br />
dur<strong>in</strong>g meet<strong>in</strong>gs with economic partners likely<br />
to <strong>in</strong>vest locally.
