‘<strong>Circular</strong> <strong>Ports</strong> <strong>in</strong> <strong>the</strong> <strong>Delta</strong>’<br />

The hypo<strong>the</strong>sis that ports will play a crucial role <strong>in</strong> <strong>the</strong><br />

transition towards more circularity, positions itself<br />

<strong>in</strong> a longer discourse on ports. Both <strong>in</strong> <strong>the</strong> publication<br />

of ‘Lage Landen 2020-2100’ (Low Lands 2020-<br />

2100) as well <strong>in</strong> <strong>the</strong> context of <strong>the</strong> IABR-2018+2020-<br />

THE MISSING LINK and its Brussels’ counterpart<br />

‘You Are Here 2018’, <strong>the</strong> topic of ports <strong>in</strong> transition<br />

was picked up. At <strong>the</strong> <strong>Delta</strong> Work<strong>in</strong>g Conference of<br />

4 to 7 July 2018, a session was dedicated to this topic.<br />

Dur<strong>in</strong>g this conference, four trajectories for fur<strong>the</strong>r<br />

research were set out accord<strong>in</strong>g to four scales:<br />

<strong>the</strong> company: <strong>the</strong> smallest l<strong>in</strong>k <strong>in</strong> mak<strong>in</strong>g global<br />

cha<strong>in</strong>s circular. Many circular <strong><strong>in</strong>itiatives</strong> are <strong>in</strong>itiated<br />

on this micro-level. They could act alone<br />

<strong>in</strong>side <strong>the</strong> <strong>in</strong>dustrial port, city port, city or h<strong>in</strong>terland,<br />

or <strong>the</strong>y could <strong>in</strong>teract <strong>in</strong>side an exist<strong>in</strong>g<br />

network. Sometimes <strong>the</strong>y position <strong>the</strong>mselves<br />

to fill <strong>the</strong> miss<strong>in</strong>g l<strong>in</strong>k <strong>in</strong>side a cha<strong>in</strong> of flows.<br />

<strong>the</strong> city port: <strong>the</strong> <strong>in</strong>terface of city-port as a new<br />

area development model. This port-city <strong>in</strong>terface<br />

is of great importance for both urban and<br />

maritime economy and <strong>the</strong>ir circular transition.<br />

Nowadays, it is a place under pressure of waterfront<br />

hous<strong>in</strong>g development, tak<strong>in</strong>g over old<br />

economical sites and/or push<strong>in</strong>g out productive<br />

activities outside <strong>the</strong> city. However, this<br />

trend should reverse, s<strong>in</strong>ce <strong>the</strong> city port location<br />

is of strategic importance.<br />

<strong>the</strong> port region: <strong>the</strong> <strong>in</strong>dustrial port and its connection<br />

to <strong>the</strong> <strong>in</strong>land waterways. The use of <strong>the</strong><br />

<strong>in</strong>land waterways and <strong>the</strong>ir connection to <strong>the</strong><br />

<strong>in</strong>dustrial port is an asset that has not yet been<br />

fully exploited. Focus<strong>in</strong>g on <strong>the</strong> regional distribution<br />

cha<strong>in</strong>s<br />

<strong>the</strong> delta: <strong>the</strong> whole region of <strong>the</strong> delta of<br />

<strong>the</strong> North Sea and <strong>the</strong> Low Lands of <strong>the</strong><br />

Ne<strong>the</strong>rlands and Flanders. The <strong>in</strong>teraction and<br />

<strong>in</strong>terchange between <strong>the</strong> different ports and<br />

<strong>the</strong> economic production sites <strong>in</strong> <strong>the</strong> h<strong>in</strong>terland<br />

could be <strong>in</strong>vestigated on a larger scale.<br />

A <strong>Circular</strong> Ma<strong>in</strong>frame could be set up, where<br />

different flows could be exchanged at a larger<br />

scale and to a wider network.
