What’s happen<strong>in</strong>g? How does it happen?<br />
The Se<strong>in</strong>e is <strong>the</strong> busiest waterway <strong>in</strong> France with more<br />
than 20 million tonnes of goods transit<strong>in</strong>g through<br />
it every year. Faced with competition from ports <strong>in</strong><br />
<strong>the</strong> nor<strong>the</strong>rn range of Europe, <strong>the</strong> ports of <strong>the</strong> Se<strong>in</strong>e,<br />
HAvre ROuen and PAris, have jo<strong>in</strong>ed forces around<br />
HAROPA to pool <strong>the</strong> essential functions of <strong>the</strong> three<br />
ports (strategy, commercial development, communication,<br />
and quality of service from <strong>the</strong> big ports to<br />
<strong>the</strong>ir h<strong>in</strong>terland). One of its ma<strong>in</strong> challenges is also to<br />
reconcile port activities with <strong>the</strong> preservation of <strong>the</strong><br />
environment, a real challenge for <strong>the</strong> Se<strong>in</strong>e estuary.<br />
To this end, regular meet<strong>in</strong>gs are organized between<br />
<strong>the</strong> 3 ports and propose jo<strong>in</strong>t actions such as <strong>the</strong><br />
study on <strong>in</strong>dustrial ecology along <strong>the</strong> Se<strong>in</strong>e corridor<br />
or <strong>the</strong> generalization of <strong>the</strong> ESI (Environmental Ship<br />
Index) or <strong>the</strong> jo<strong>in</strong>t Safe SECA project for <strong>the</strong> use of<br />
low-emission fuels <strong>in</strong> <strong>the</strong> ports of <strong>the</strong> Se<strong>in</strong>e.<br />
Why is this an <strong>in</strong>terest<strong>in</strong>g circular <strong>in</strong>itiative for<br />
circular ports?<br />
HAROPA role as a developer guarantees <strong>the</strong> application<br />
of circularity measures to <strong>the</strong> associated ports<br />
and <strong>in</strong>dustrial areas. Indeed, one of <strong>the</strong> significant<br />
assets of <strong>the</strong> Se<strong>in</strong>e Valley is <strong>the</strong> fact of be<strong>in</strong>g a lead<strong>in</strong>g<br />
<strong>in</strong>dustrial bas<strong>in</strong>. This s<strong>in</strong>gularity offers opportunities<br />
to meet some of <strong>the</strong> <strong>in</strong>dustrial ecology and<br />
circular economy goals by look<strong>in</strong>g for synergies between<br />
<strong>the</strong> companies <strong>the</strong>re<strong>in</strong> located. The restructur<strong>in</strong>g<br />
of port and logistical activities is thus seen as<br />
a significant challenge. The ambition is to br<strong>in</strong>g an<br />
overall coherence to this vast strategic space, reconcil<strong>in</strong>g<br />
<strong>the</strong> <strong>in</strong>dustrial development of <strong>the</strong> area with<br />
<strong>the</strong> enhancement of <strong>the</strong> urban amenities, <strong>the</strong> landscape<br />
quality and <strong>the</strong> environmental characteristics<br />
of <strong>the</strong> Se<strong>in</strong>e Valley.
