What is <strong>the</strong> relation with <strong>the</strong> port and water?<br />
The <strong>in</strong>dustrial actors are at <strong>the</strong> orig<strong>in</strong> of this approach.<br />
The port as an <strong>in</strong>dustrial area where many<br />
of <strong>the</strong> companies attached to ECOPAL are located<br />
plays a dom<strong>in</strong>ant role <strong>in</strong> <strong>the</strong> association.<br />
What is <strong>the</strong> relation with <strong>the</strong> city?<br />
Ecopal aims at large port <strong>in</strong>dustrialists as well as<br />
small and medium-sized companies located <strong>in</strong> nearby<br />
towns or even unipersonal light manufactur<strong>in</strong>g<br />
companies.<br />
What are <strong>the</strong> ambitions?<br />
With numerous mutualisation and substitution synergies,<br />
Ecopal is now a reference for French <strong>in</strong>dustrial<br />
ecology projects. S<strong>in</strong>ce 2014, <strong>the</strong> association<br />
has been <strong>in</strong>volved <strong>in</strong> four new projects: <strong>the</strong> recovery<br />
of “refractories” identified <strong>in</strong> <strong>the</strong> region (e. g. bricks);<br />
<strong>the</strong> recovery of local fibrous materials for <strong>the</strong> benefit<br />
of local <strong>in</strong>dustries; <strong>the</strong> experimentation of local<br />
recovery of pr<strong>in</strong>t<strong>in</strong>g cartridges by <strong>the</strong> Comb<strong>in</strong>i consortium<br />
(15 manufacturers); and <strong>the</strong> expansion of<br />
<strong>the</strong> number of participat<strong>in</strong>g companies as to diversify<br />
<strong>the</strong> flows and possibilities for synergy.<br />
Who is beh<strong>in</strong>d it?<br />
Ecopal was created <strong>in</strong> 2001, follow<strong>in</strong>g a prelim<strong>in</strong>ary<br />
study conducted <strong>in</strong> 1999 <strong>in</strong> Grande-Syn<strong>the</strong> to determ<strong>in</strong>e<br />
<strong>the</strong> <strong>in</strong>terest of apply<strong>in</strong>g <strong>the</strong> pr<strong>in</strong>ciples to <strong>the</strong> <strong>in</strong>dustrial<br />
ecology. It became one of <strong>the</strong> first <strong>in</strong>dustrial<br />
ecology associations to appear <strong>in</strong> France and a pioneer<br />
<strong>in</strong> <strong>the</strong> field. Even though Ecopal is a non-profit<br />
association created by and for companies <strong>in</strong> <strong>the</strong><br />
Dunkirk bas<strong>in</strong>, it receives f<strong>in</strong>ancial support from<br />
public partners :<br />
