<strong>VINCI</strong> PARK<br />

CONCESSIONS<br />

Number two in Europe and world leader in car park<br />

concessions, <strong>VINCI</strong> Park operates 1,220,000 spaces<br />

spread fairly evenly between France and the rest<br />

of the world. The company’s business model combines<br />

long, capital intensive concessions and service<br />

contracts that need no initial investment and bear no<br />

traffi c risk.<br />

<strong>VINCI</strong> Park continued to grow in <strong>2008</strong>, with revenue (*) increasing 11% to<br />

€619 million. Operating profit was slightly down at €126 million, representing<br />

20.4% of revenue.<br />

During the year, <strong>VINCI</strong> Park initiated a programme to modernise its organisation<br />

and renovate its business model. Known as Continuer l’Histoire<br />

(Building on the Past), the programme involves improving procedures<br />

(contracting, purchasing, etc.) and installing new remote management<br />

systems in order to optimise human resources in parking facilities.<br />

A participatory project that involves all the company’s employees, it is<br />

expected to generate an improvement in the efficiency of operating<br />

processes in 2009 and beyond.<br />

FRANCE<br />

<strong>VINCI</strong> Park’s operations activity showed good resilience overall in France,<br />

with revenue up about 3.1% to €406 million. Business was steady in car<br />

parks in Paris (up 3.2%) and La Défense (up 6.5%), where the company<br />

operates 22,600 spaces. Season tickets and rentals nationwide continued<br />

their growth (1.6%), confirming the trend observed in 2007 and offsetting<br />

most of the 1.9% decline in hourly occupancy.<br />

In terms of expansion, the traditional “wait-and-see” attitude at the time<br />

of municipal elections in France caused a slowdown in signing contracts<br />

with local authorities. The year was nevertheless marked by several significant<br />

successes. At Issy les Moulineaux, <strong>VINCI</strong> Park won a concession<br />

for two parking facilities (440 spaces) and on-street parking (5,700 spaces).<br />

At Béziers, <strong>VINCI</strong> Park was awarded a 30-year public service contract to<br />

operate two car parks totalling 830 spaces. During the period, 63 contracts<br />

were renewed or extended, involving a total of over 43,000 on-street or<br />

parking facility spaces. The year also saw the opening or start-up of operations<br />

at numerous sites, including the Centre park in La Ciotat (427 spaces),<br />

Coeur de Ville park in Saint Jean de Luz (360 spaces) and André Mignot<br />

Hospital park in Le Chesnay (750 spaces).<br />

<strong>VINCI</strong> Park is projecting business in 2009 at a similar level to that in<br />

<strong>2008</strong>. Intensified local marketing campaigns are expected to stimulate<br />

season ticket sales. Some niche markets – the retail and hospital<br />

sectors, for instance – should offer new opportunities, following on from<br />

the successes of recent years. Overall, in an uncertain economic climate,<br />

<strong>VINCI</strong> Park will tighten up its criteria for selecting new projects and give<br />

priority to service contracts, which are less capital intensive and could<br />

boost business without incurring any occupancy risk.<br />

In addition, extending its policy in favour of two-wheeled vehicles and<br />

car-sharing, <strong>VINCI</strong> Park will emphasise its positioning as a full service<br />

operator in urban mobility by seeking to participate in tenders for the<br />

launch of Autolib’ in the greater Paris area.<br />

INTERNATIONAL BUSINESS<br />

<strong>VINCI</strong> Park’s international business showed steady growth in <strong>2008</strong>, with<br />

revenue increasing 29% to €213 million. In line with its growth strategy,<br />

the company continued to strengthen its position in North America. In the<br />

United States, LAZ Parking, a 50% owned subsidiary since November 2007,<br />

acquired Classified, Sunset and Ultimate Parking (total of 34,000 spaces).<br />

In Canada, the acquisition of Ideal Parking and Masterpark during the<br />

first half of the year added 74,000 spaces to <strong>VINCI</strong> Park’s business portfolio<br />

and extended its geographical footprint to the west of the country<br />

where it had no operations previously.<br />

The year was also marked by steady organic growth. In its principal<br />

markets, both in North America and Europe, there were numerous successes<br />

in <strong>2008</strong>, mainly in service management. In the United States,<br />

<strong>VINCI</strong> Park became one of the top 10 car park operators by winning the<br />

management of 36,000 on-street metered parking spaces in Chicago.<br />

The City Hall awarded the concession contract to a consortium of<br />

investors led by investment fund Morgan Stanley; the consortium then<br />

awarded an exclusive management contract to LAZ Parking for seven<br />

years. LAZ Parking will make no capital investment but will focus on<br />

the maintenance and modernisation of payment equipment, surface<br />

marking, collection of funds and enforcement assistance.<br />

Other significant contracts were won during the year in the United States<br />

(management of all Bank of America parks in the central, north-western<br />

and south-eastern regions of the country, 6,000 spaces); Canada (car<br />

park in the prestigious Place Québec in Québec); the United Kingdom<br />

(Gatwick Airport, Tesco car parks in south-west England; car park with<br />

966 spaces in Wales); Belgium (operation of 1,700 on-street spaces in<br />

Bruges for 10 years); and Spain (new concession contracts in Saragossa<br />

and Vitoria totalling 600 spaces). In Germany, the strong positions<br />

acquired over recent years were reinforced by several new service contracts<br />

won in towns where the brand was already established. Lastly, in<br />

Russia, <strong>VINCI</strong> Park started operating Terminal 1 car park at Moscow’s<br />

Sheremetyevo Airport.<br />

The negotiations started at the beginning of <strong>2008</strong> with Fortis on a merger<br />

between its subsidiary Interparking and <strong>VINCI</strong> Park were not successful.<br />

In 2009, <strong>VINCI</strong> Park intends to pursue further international growth by<br />

focusing, as in France, on service business activities.
