13.1 Promotion of Industrial Property (SEGAPI)<br />

in a nutshell<br />

“Promotion of Industrial Property” (Fomento de la Propiedad Industrial) is an IPR<br />

support service to promote the usage of IP among SMEs in the autonomous<br />

community of Galicia. It can be seen as an example of how an IPR support service<br />

can also work in the regional context.<br />

The main objectives of the service are:<br />

� to increase IPR filings from the Galician region (as statistics have revealed that<br />

respective IPR filings are below the Spanish average);<br />

� to establish an IP culture among Galician enterprises;<br />

� to further strengthen the role of IPR as a competitive factor (again, statistical<br />

data suggests that Galician SMEs are lagging behind companies in other<br />

Spanish regions when it comes to IPR usage);<br />

The service is targeted specifically at SMEs from a distinctive region (Galicia),<br />

though it does not aim explicitly at any companies from a specific industry or from<br />

a specific technology field. The companies actually using the service belong to a<br />

variety of industry sectors and technology fields, whereby no technology field or<br />

industry stands out in the user group.<br />

All types of registrable IPR (patents, designs, trade marks and utility models) are<br />

covered; other IPR instruments (e.g., non registrable IPR, informal protection<br />

practices) are not specifically addressed. Furthermore, the service targets the<br />

phases of research on innovative projects and related IPRs (pre-registration phase),<br />

the process of registration/development of IPRs and also the acquisition of existing<br />

IPR rights. It does not, however, tackle the issue of how to utilize IPRs – all in all,<br />

the service is primarily an instrument to get SMEs to better use the formal IPR system.<br />

The subsidy programme started in 2005 as a pioneer. No target figures have been<br />

set in 2005. For the future, target figures may be introduced but, according to<br />

service experts, this is still debated.<br />

Background and resources<br />

The service providing organisation, the Industrial Property Service of Galicia<br />

(Servicio Galego de Propiedad Industrial – SEGAPI) was established in April 2004<br />

and is today run by the regional development and funding agency “Galician Board<br />

of Innovation, Industry and Commerce“ (Conselleria de Innovacion e industria).<br />

The service is part of a policy at regional level and financed by the regional<br />

governmental body of Galicia.<br />
