RECOMMENDATION<br />

It is recommended that the <strong>Council</strong> consider the proposed rule action as discussed in this<br />

memor<strong>and</strong>um, as well as in the draft rule item <strong>and</strong> preamble attached to this memor<strong>and</strong>um, <strong>and</strong><br />

that the <strong>Council</strong> vote to recommend the proposal, with or without changes to the attached rule.
