These three men are at present employed as Military Substitutes and
if called into the armed services may lose their status as members of the
Police Department unless permanently appointed.
I have discussed this matter with Acting Mayor Harold A. Palmer and
he heartily approves these appointments but in his capacity as Acting Mayor
has no authority to make the permanent appointments.
