Public authorities at different stages of developmentThe study shows that public authorities work with careerdevelopment in different ways and are at different stages intheir strategic development. Our overall impression is thatstrategic thinking and strategic programs concerning careerdevelopment are still in their early stages. There are positiveexamples of individual efforts and organisations that seek topromote career development. However, many public authoritieslack a strategic plan to connect efforts to one another, and to thebroader goals and development of the public authority itself.Key aspectsIn our study we have seen examples of where the question ofemployee career development takes the form of a key strategicissue for some public authorities. At those public authorities inquestion, we have noted one or several of the following aspects:• The public authority has analysed their organisationholistically, with both their mission and goals in mind.Career development issues are included in guidelines andother internal policy documents. (Strategy).• The public authority’s efforts with career development arerelated to how the authority should reach its goals, itsorganisational planning, and its employee performancereviews. (Process).• The public authority can follow up and demonstrateconcrete outputs of career development efforts, as well asmanage new experiences and insights (Follow up andfeedback).• The public authority can develop and create an organisationand organisational roles that contribute to better goaloutcomes as w ell as promote and develop employees.(Organisation).54Från trappa till spaljé – myndigheters arbete med karriärutveckling
