Trends<br />
It seems almost impossible to get a binding international climate agreement<br />
to succeed the Kyoto Protocol. At the same time there are reports<br />
from the UN IPCC and IEA, which show that it is getting warmer faster<br />
than has been anticipated. It becomes almost impossible to keep a 2<strong>de</strong>gree<br />
limit on increase in temperature, and even now there are assessments<br />
on an increase of up to 6 <strong>de</strong>grees by 2100. Reports also show<br />
that CO2 emissions globally continue to rise and extreme weather becomes<br />
more likely.<br />
In this situation of global paralysis it is obviously very important that<br />
individual countries and groups of countries should go ahead and show<br />
that it is possible to reach new achievements in innovation and implementation,<br />
and thereby reducing emissions. Some mutual helping hand<br />
between these countries may prove to be valuable and even more valuable<br />
than you might imagine.<br />
Another trend that should be highlighted is the talk about green<br />
growth and green economy. Eco-efficient technology or environmental<br />
technology already seems to be a slightly outdated topic. Green growth<br />
or green economy takes over with great interest from many governments.<br />
As explained in the introduction, green growth and green economy<br />
is a comprehensive approach, while eco-efficient technology can be<br />
seen as a subcategory un<strong>de</strong>r green growth and as such a part thereof. It<br />
must be consi<strong>de</strong>red positive that there is an interest for a broa<strong>de</strong>r approach,<br />
but the weakness is that the focus becomes difficult to keep in<br />
eco-efficient technology. It becomes uninteresting in the public and governments<br />
eyes, although there is a need for stability and continuity, in<br />
or<strong>de</strong>r to have success in <strong>de</strong>velopment over time. In trying to achieve<br />
success with eco-efficient technology nationally and internationally, it is<br />
necessary to consi<strong>de</strong>r the interest in green growth as a very positive<br />
wave. It can provi<strong>de</strong> the basis for a more systematic <strong>de</strong>velopment.<br />
In this context, the EU Commission’s changing terminology also creates<br />
some confusion about where we are going and what’s important.<br />
Strategic change may lead to a lack of continuity and confusion about the<br />
way forward.<br />
A third trend or observation may be said to be that the topic is constantly<br />
evolving with new examples, reports, strategies and actors. This<br />
makes it difficult to maintain the focus of the analysis. Situations are<br />
constantly changing. The project is thus an expression of the status in<br />
the Nordic countries each as on 1 December 2011, which sets the end of<br />
the project.<br />
Overall, one must say that the amount of material, actors, <strong>de</strong>cisions<br />
and examples have explo<strong>de</strong>d in recent years. This makes it almost impossible<br />
to find a clear way into an area as eco-efficient technology or<br />
environmental technology, which seems to have many followers and<br />
hence high possibility of success. With success, not least extra grant<br />
funds, companies send many signals on innovation, promotion, etc.<br />
