drawing board. First late in the period 2004–2011 there has been more<br />
focus on the <strong>de</strong>monstration activities, which requires that the technologies<br />
will come to proper testing. And it must also be said that if you have<br />
no financial resources for <strong>de</strong>monstration, many technologies cannot be<br />
tested in reality. Therefore, one should always ensure that funds are available<br />
for <strong>de</strong>monstration activities, actually abundant funds.<br />
Generally speaking, there are only few <strong>de</strong>mands for grant administrators<br />
from grant authorities. Grant administrators do in general have<br />
quite large <strong>de</strong>grees of freedom in how to proceed. The minimum requirements<br />
should be information, communication and evaluation in<br />
addition to the activities normally taking place on securing that grant<br />
funds are sensible used.<br />
One area worth to mention is the way in which grant funds are announced.<br />
This happens almost always as applications from companies<br />
and not by official ten<strong>de</strong>rs. There are often formulated themes or areas<br />
of technology that can get support, but the provi<strong>de</strong>r of funds seldom go<br />
very far setting <strong>de</strong>tails for these themes. This is probably due to the fact<br />
that it can be quite difficult to formulate specific requirements. Nevertheless,<br />
one might <strong>de</strong>scribe areas of technology, using experts to formulate<br />
a ten<strong>de</strong>r that companies should offer. It obviously takes time and<br />
costs money. The overall recommendation to grant administrators is<br />
that they must work with the perspectives and <strong>de</strong>tails, and not only provi<strong>de</strong><br />
funding for applications without having <strong>de</strong>tailed knowledge.<br />
Something that also makes it difficult to investigate grant funds is the<br />
time the grant for a project is announced and the time for the disbursement<br />
of funds. Typically, the grant giver pays for work done and not at the<br />
beginning of the project. This means that the money is transferred during<br />
or after the work has been performed. This makes it sometimes difficult to<br />
follow the use of the funds. And this often leads to misun<strong>de</strong>rstanding<br />
about how many resources are used. It would be helpful that for each year<br />
lists of available funds are presented. This baseline can be used and a better<br />
approach can be established than if different phases of the projects are<br />
used. Then evaluations can show how much has been spent.<br />
Especially for a country’s own sake there should be a good overview<br />
of which public resources have been available, and how the funds were<br />
used. Some ministries do not always know what other ministries have<br />
done, so for this reason alone a better overview should be created.<br />
Management Resources<br />
In the beginning of the project the i<strong>de</strong>a was followed that it was possible<br />
to calculate the number of people in central agencies working with<br />
grants, etc., in each country. It has proved relatively difficult to obtain<br />
material thereof. In a few programs the administration’s stated size is<br />
announced, but otherwise it’s not something that interests many. However,<br />
one of the most important factors to create success in this area is<br />
