availability of sufficient manpower resources. Without this premise, it is<br />
almost impossible to lift an area, especially in a <strong>de</strong>velopment phase.<br />
This applies not only to grant funds, but also to administrative procedures<br />
and political support, writing strategies and reports. This is often<br />
forgotten by the authorizing authority, and, moreover, many institutions,<br />
as they are economically tightly controlled, have extreme difficulties to<br />
get <strong>de</strong>grees of freedom to solve the tasks. It is said in business that innovation<br />
must have good conditions, must be free to play and have plenty<br />
of time otherwise not very much might come out of it. This will also hold<br />
for activities of eco-efficient technology or environmental technology,<br />
which is relatively new and difficult to handle in a <strong>de</strong>velopment phase.<br />
And this fact also holds for administrative aspects. There are generally<br />
too few resources and often too few experienced manpower resources<br />
for the area to get the best attention. There are even often focus on<br />
short-time aspects and political signaling, rather than long-term and<br />
fundamental work. The proof is not immediately present, but based on<br />
experience of how difficult it is to get enough good manpower resources.<br />
An example that can be mentioned in this context is the <strong>de</strong>mand si<strong>de</strong>.<br />
The <strong>de</strong>mand si<strong>de</strong> is recognized by all countries as very important, but a<br />
question may be asked: which country have provi<strong>de</strong>d more manpower<br />
resources for the implementation of a strategy backing the <strong>de</strong>mand si<strong>de</strong>?<br />
Probably no country.<br />
The recommendation must be based on this: make sure to allocate sufficient<br />
manpower resources both for managing grant programs and stimulating<br />
the <strong>de</strong>mand si<strong>de</strong>. With sufficient manpower resources meaning more<br />
than basically would have been allocated or abundant relative to normal.<br />
Strategies and action plans<br />
The Nordic countries are very good at formulating strategies or action<br />
plans. Recently we have seen strategies from Norway, Swe<strong>de</strong>n, Iceland<br />
and to some extent Finland. These strategies were quite good and more<br />
focused than the previous versions, which were seen in the beginning of<br />
the period 2004–2011. What is difficult by the strategies are to implement<br />
the tasks or <strong>de</strong>tails in a good way, and to communicate this ongoing<br />
to the public and interested players.<br />
The recommendation here is that there should be a better focus on<br />
implementation and dissemination of results etc.<br />
Example Strategies and Websites<br />
All Nordic countries have presented examples of eco-efficient technology<br />
or environmental technology to the public. This has been done best in<br />
Swe<strong>de</strong>n, primarily through Swentec’s work with a sample collection of<br />
143 projects that also can be used as a visitors gui<strong>de</strong>.<br />
A <strong>de</strong>scription of the examples of technologies is the first step to get a<br />
better un<strong>de</strong>rstanding. It is not difficult to make such individual cases<br />
that illustrate what is meant by good examples. On the whole it’s a great<br />
