with foreign countries on a non-accounting basis. It was approved by the Bipartite<br />
Board and the British have proposed attempting to expanding the principle with other<br />
countries.<br />
DR. MUELDER 37 , Education and Culture Rel.: Following instructions from General<br />
Gailey 38 , we are in the process of moving to Nürnberg 39 the entire division excepting<br />
the deputy director and administrative officer or secretary will be moved to Nürnberg.<br />
Some will go down Sunday [27. 6. 1948]. By Wednesday [30. 6. 1948] the entire division<br />
shall clear the post here.<br />
Dr. Gresh 40 , the Berlin director, is leaving for the States by ship on the 30th of June<br />
and I think he should be here along the 15th of July.<br />
In the education field there is one item of general interest as far as the Russians<br />
are concerned. I think Dr. Gresh has an item to relate.<br />
DR. GRESH, Education: The Unitarian Service Commission 41 , General Hays 42 , as<br />
you know, is sending over a rather large commission of doctors and surgeons. They<br />
arrived in Frankfurt on the 2nd of July and consisted of 15 eminent medical men and<br />
three other people. The education branch has been assigned the responsibility for taking<br />
care of them and it is pretty well completed. However, we have asked the Public<br />
Health Branch to take over the rest of the business so far as their stay here is concerned.<br />
They come to Frankfurt and then to Berlin and then go back to Frankfurt<br />
for the start off. They will spend about a week at each university. They bring with<br />
them a certain amount of demonstration material.<br />
The British were a little bit worried about overcrowding the schools and spending<br />
a week there but that has all been worked out. It -won't be a very great task for Public<br />
Health to take over as far as handling is concerned.<br />
The Commission of International Education Reconstruction, which is sort of a<br />
committee of the American Council of Education, has come out with a very significant<br />
report. I think you have seen it. It drew up a letter for General Clay. The commission,<br />
by the way, is charged with the coordination of all volunteer efforts in America<br />
with respect to war devastated countries and the report shows that in 1947 the re-<br />

Levi D. Gresh; die Position von Gresh in OMGUS zum damaligen Zeitpunkt ließ sich nicht<br />
ganz klären. Nach den OMGUS-Personnel Rosters war er bis Februar 1948 Deputy Chief of<br />
Education and Religious Affairs Branch der Internal Affairs and Communications Division,<br />
OMGUS. Er taucht dann nicht mehr in den Personallisten der neugebildeten Education<br />
and Cultural Relations Division, OMGUS, auf, auch nicht in denen des Office of Military<br />
Government for Berlin Sector (OMGBS).<br />

Es muß heißen „Unitarian Medical Mission"; dazu heißt es ausführlicher im Monthly<br />
Report No. 37, July 1948, S. 10: „The Unitarian Medical Mission, consisting of 15 physicians<br />
and surgeons from the United States, arrived in the U. S. Zone on 2 July. A series of<br />
lectures, clinics, and demonstrations was given to the German medical profession in Frankfurt,<br />
Berlin, Munich, and Goettingen (British Zone) . . . The Medical Mission brought U. S.<br />
textbooks and surgical and anesthesia apparatus to give to the Germans on the completion<br />
of the visit."<br />
