2. Internati<strong>on</strong>al human Rights C<strong>on</strong>venti<strong>on</strong>s<br />

A c<strong>on</strong>venti<strong>on</strong> (also known as a treaty) is a written agreement between States . It is typically<br />

drafted by a working group appointed by the UN General Assembly . Once the c<strong>on</strong>venti<strong>on</strong> is<br />

drafted, it goes to the UN General Assembly for adopti<strong>on</strong> . The next step is for countries to sign<br />

and ratify it . By signing a c<strong>on</strong>venti<strong>on</strong>, a country is making a commitment to follow the principles<br />

in the c<strong>on</strong>venti<strong>on</strong> and to begin the ratificati<strong>on</strong> process, but the c<strong>on</strong>venti<strong>on</strong> is not legally binding<br />

<strong>on</strong> a country until it is ratified. Ratificati<strong>on</strong> is a process that takes place in each country, whereby<br />

the legislative body of the government takes the necessary steps to officially accept the<br />

c<strong>on</strong>venti<strong>on</strong> as part of its nati<strong>on</strong>al legal structure. Once a country signs and ratifies a c<strong>on</strong>venti<strong>on</strong>,<br />

it becomes a State Party to that c<strong>on</strong>venti<strong>on</strong>, meaning it has a legal obligati<strong>on</strong> to uphold the<br />

rights the c<strong>on</strong>venti<strong>on</strong> defines. Each c<strong>on</strong>venti<strong>on</strong> must be ratified by a particular number of<br />

countries before it enters into force and becomes part of internati<strong>on</strong>al law .<br />

In the last sixty years, several human rights c<strong>on</strong>venti<strong>on</strong>s have been developed that elaborate<br />

<strong>on</strong> the human rights c<strong>on</strong>tained in the UDHR . Nine of these instruments are c<strong>on</strong>sidered “core”<br />

human rights c<strong>on</strong>venti<strong>on</strong>s: they cover a major human rights issue and have a treaty-m<strong>on</strong>itoring<br />

body that assesses and enforces how a State meets it obligati<strong>on</strong>s to that treaty .<br />
