special Rapporteur: A pers<strong>on</strong> chosen by the UN to report <strong>on</strong> a particular theme (e.g., <strong>on</strong> the<br />

sale of children, child prostituti<strong>on</strong> and child pornography; <strong>on</strong> violence against women) or <strong>on</strong><br />

the human rights situati<strong>on</strong> in a particular country. In 1993 the standard Rules established a<br />

Special Rapporteur <strong>on</strong> <strong>Disability</strong>, who reports annually <strong>on</strong> the implementati<strong>on</strong> of the Standard<br />

Rules and whose mandate is subject to periodic renewal.<br />

state: Often syn<strong>on</strong>ymous with “country”; a group of people permanently occupying a fixed<br />

territory having comm<strong>on</strong> laws and government and capable of c<strong>on</strong>ducting internati<strong>on</strong>al affairs.<br />

state party (plural states parties): Those countries that have Ratified a Covenant or a<br />

C<strong>on</strong>venti<strong>on</strong> and are thereby bound to c<strong>on</strong>form to its provisi<strong>on</strong>s.<br />

treaty: Formal agreement between states that defines and modifies their mutual duties<br />

and obligati<strong>on</strong>s; used syn<strong>on</strong>ymously with C<strong>on</strong>venti<strong>on</strong> and Covenant. When c<strong>on</strong>venti<strong>on</strong>s are<br />

adopted by the UN General Assembly, they create legally binding internati<strong>on</strong>al obligati<strong>on</strong>s for<br />

the Member States who have signed the treaty. When a nati<strong>on</strong>al government ratifies a treaty,<br />

the articles of that treaty become part of its domestic legal, c<strong>on</strong>stituti<strong>on</strong>al obligati<strong>on</strong>s.<br />

united nati<strong>on</strong>s charter: Initial document of the UN setting forth its goals, functi<strong>on</strong>s, and<br />

resp<strong>on</strong>sibilities; adopted in San Francisco in 1945.<br />

un standard Rules <strong>on</strong> the equalizati<strong>on</strong> of opportunities for pers<strong>on</strong>s with Disabilities<br />

(standard Rules): Adopted by the General Assembly in 1993, this n<strong>on</strong>binding instrument<br />

represents a str<strong>on</strong>g moral and political commitment of governments to take acti<strong>on</strong> to attain<br />

equalizati<strong>on</strong> of opportunities for pers<strong>on</strong>s with disabilities. Its 22 rules cover all aspects of<br />

life of disabled pers<strong>on</strong>s and serve as a basis for policy-making and technical and ec<strong>on</strong>omic<br />

cooperati<strong>on</strong>.<br />

A special Rapporteur m<strong>on</strong>itors the implementati<strong>on</strong> of the Rules.<br />

universal: Human rights apply to every pers<strong>on</strong> in the world, regardless of their race, color,<br />

sex, ethnic or social origin, religi<strong>on</strong>, language, nati<strong>on</strong>ality, age, sexual orientati<strong>on</strong>, disability,<br />

or other status. They apply equally and without discriminati<strong>on</strong> to each and every pers<strong>on</strong>. The<br />

<strong>on</strong>ly requirement for having human rights is to be human.<br />

universal Declarati<strong>on</strong> of Human Rights (uDHR) (Adopted by the UN General Assembly <strong>on</strong><br />

December 10, 1948): Primary UN document establishing human rights standards and norms.<br />

All UN Member States have agreed to uphold the UDHR. Although the UDHR was intended to<br />

be n<strong>on</strong>binding, through time its various provisi<strong>on</strong>s have become so respected by states that it<br />

can now be said to be customary internati<strong>on</strong>al law. One comp<strong>on</strong>ent of the Internati<strong>on</strong>al bill of<br />

Rights.<br />

universal design: the design of products, envir<strong>on</strong>ments, programs and services to be usable<br />

by all people, to the greatest extent possible, without the need for adaptati<strong>on</strong> or specialized<br />

design. A curb cut, for example, serves many people (e.g., parents with strollers, people with<br />

rolling luggage, wheelchair users, blind people <strong>on</strong> the curb, cyclists).<br />

world Health organisati<strong>on</strong> (wHo): an intergovernmental organizati<strong>on</strong> under the auspices of<br />

the United Nati<strong>on</strong>s that works to promote health worldwide.<br />
