Adopted and proclaimed by General Assembly Resoluti<strong>on</strong> 217 A (III) of 10 December 1948<br />
<strong>on</strong> December 10, 1948 the General Assembly of the united nati<strong>on</strong>s adopted and<br />
proclaimed the universal Declarati<strong>on</strong> of Human Rights, the full text of which appears in<br />
the following <str<strong>on</strong>g>page</str<strong>on</strong>g>s. Following this historic act the Assembly called up<strong>on</strong> all member<br />
countries to publicize the text of the Declarati<strong>on</strong> and “to cause it to be disseminated,<br />
displayed, read and expounded principally in schools and other educati<strong>on</strong>al<br />
instituti<strong>on</strong>s, without distincti<strong>on</strong> based <strong>on</strong> the political status of countries or territories.”<br />
PREAMBLE<br />
Whereas recogniti<strong>on</strong> of the inherent dignity and of the equal and inalienable rights of all members<br />
of the human family is the foundati<strong>on</strong> of freedom, justice and peace in the world,<br />
Whereas disregard and c<strong>on</strong>tempt for human rights have resulted in barbarous acts which have<br />
outraged the c<strong>on</strong>science of mankind, and the advent of a world in which human beings shall enjoy<br />
freedom of speech and belief and freedom from fear and want has been proclaimed as the highest<br />
aspirati<strong>on</strong> of the comm<strong>on</strong> people,<br />
Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebelli<strong>on</strong><br />
against tyranny and oppressi<strong>on</strong>, that human rights should be protected by the rule of law,<br />
Whereas it is essential to promote the development of friendly relati<strong>on</strong>s between nati<strong>on</strong>s,<br />
Whereas the peoples of the United Nati<strong>on</strong>s have in the Charter reaffirmed their faith in fundamental<br />
human rights, in the dignity and worth of the human pers<strong>on</strong> and in the equal rights of men and<br />
women and have determined to promote social progress and better standards of life in larger<br />
freedom,<br />
Whereas Member States have pledged themselves to achieve, in co-operati<strong>on</strong> with the United<br />
Nati<strong>on</strong>s, the promoti<strong>on</strong> of universal respect for and observance of human rights and fundamental<br />
freedoms,<br />
Whereas a comm<strong>on</strong> understanding of these rights and freedoms is of the greatest importance for<br />
the full realizati<strong>on</strong> of this pledge,<br />
Now, therefore, the General Assembly<br />
Proclaims this Universal Declarati<strong>on</strong> of Human Rights as a comm<strong>on</strong> standard of achievement<br />
for all peoples and all nati<strong>on</strong>s, to the end that every individual and every organ of society,<br />
keeping this Declarati<strong>on</strong> c<strong>on</strong>stantly in mind, shall strive by teaching and educati<strong>on</strong> to promote<br />
respect for these rights and freedoms and by progressive measures, nati<strong>on</strong>al and internati<strong>on</strong>al,<br />
to secure their universal and effective recogniti<strong>on</strong> and observance, both am<strong>on</strong>g the peoples of<br />
Member States themselves and am<strong>on</strong>g the peoples of territories under their jurisdicti<strong>on</strong>.<br />
Article 1.<br />
All human beings are born free and equal in dignity and rights.They are endowed with reas<strong>on</strong><br />
and c<strong>on</strong>science and should act towards <strong>on</strong>e another in a spirit of brotherhood.<br />
Article 2.<br />
Every<strong>on</strong>e is entitled to all the rights and freedoms set forth in this Declarati<strong>on</strong>, without<br />
distincti<strong>on</strong> of any kind, such as race, colour, sex, language, religi<strong>on</strong>, political or other opini<strong>on</strong>,<br />
nati<strong>on</strong>al or social origin, property, birth or other status. Furthermore, no distincti<strong>on</strong> shall be<br />
made <strong>on</strong> the basis of the political, jurisdicti<strong>on</strong>al or internati<strong>on</strong>al status of the country or territory<br />
to which a pers<strong>on</strong> bel<strong>on</strong>gs, whether it be independent, trust, n<strong>on</strong>-self-governing or under any<br />
other limitati<strong>on</strong> of sovereignty.<br />
