(y) C<strong>on</strong>vinced that a comprehensive and integral internati<strong>on</strong>al c<strong>on</strong>venti<strong>on</strong> to promote and<br />
protect the rights and dignity of pers<strong>on</strong>s with disabilities will make a significant c<strong>on</strong>tributi<strong>on</strong><br />
to redressing the profound social disadvantage of pers<strong>on</strong>s with disabilities and promote<br />
their participati<strong>on</strong> in the civil, political, ec<strong>on</strong>omic, social and cultural spheres with equal<br />
opportunities, in both developing and developed countries,<br />
Have agreed as follows :<br />
Article 1, purpose<br />
The purpose of the present C<strong>on</strong>venti<strong>on</strong> is to promote, protect and ensure the full and equal<br />
enjoyment of all human rights and fundamental freedoms by all pers<strong>on</strong>s with disabilities, and to<br />
promote respect for their inherent dignity.<br />
Pers<strong>on</strong>s with disabilities include those who have l<strong>on</strong>g-term physical, mental, intellectual<br />
or sensory impairments which in interacti<strong>on</strong> with various barriers may hinder their full and<br />
effective participati<strong>on</strong> in society <strong>on</strong> an equal basis with others.<br />
Article 2, Definiti<strong>on</strong>s<br />
For the purposes of the present C<strong>on</strong>venti<strong>on</strong>:<br />
“Communicati<strong>on</strong>” includes languages, display of text, Braille, tactile communicati<strong>on</strong>, large<br />
<str<strong>on</strong>g>print</str<strong>on</strong>g>, accessible multimedia as well as written, audio, plain-language, human-reader and<br />
augmentative and alternative modes, means and formats of communicati<strong>on</strong>, including<br />
accessible informati<strong>on</strong> and communicati<strong>on</strong> technology;<br />
“Language” includes spoken and signed languages and other forms of n<strong>on</strong>-spoken languages;<br />
“Discriminati<strong>on</strong> <strong>on</strong> the basis of disability” means any distincti<strong>on</strong>, exclusi<strong>on</strong> or restricti<strong>on</strong> <strong>on</strong><br />
the basis of disability which has the purpose or effect of impairing or nullifying the recogniti<strong>on</strong>,<br />
enjoyment or exercise, <strong>on</strong> an equal basis with others, of all human rights and fundamental<br />
freedoms in the political, ec<strong>on</strong>omic, social, cultural, civil or any other field. It includes all forms<br />
of discriminati<strong>on</strong>, including denial of reas<strong>on</strong>able accommodati<strong>on</strong>;<br />
“Reas<strong>on</strong>able accommodati<strong>on</strong>” means necessary and appropriate modificati<strong>on</strong> and adjustments<br />
not imposing a disproporti<strong>on</strong>ate or undue burden, where needed in a particular case, to ensure<br />
to pers<strong>on</strong>s with disabilities the enjoyment or exercise <strong>on</strong> an equal basis with others of all<br />
human rights and fundamental freedoms;<br />
“Universal design” means the design of products, envir<strong>on</strong>ments, programmes and services<br />
to be usable by all people, to the greatest extent possible, without the need for adaptati<strong>on</strong> or<br />
specialized design. “Universal design” shall not exclude assistive devices for particular groups<br />
of pers<strong>on</strong>s with disabilities where this is needed.<br />
Article 3, General principles<br />
The principles of the present C<strong>on</strong>venti<strong>on</strong> shall be:<br />
(a) Respect for inherent dignity, individual aut<strong>on</strong>omy including the freedom to make <strong>on</strong>e’s own<br />
choices, and independence of pers<strong>on</strong>s;<br />
(b) N<strong>on</strong>-discriminati<strong>on</strong>;<br />
(c) <str<strong>on</strong>g>Full</str<strong>on</strong>g> and effective participati<strong>on</strong> and inclusi<strong>on</strong> in society;<br />
(d) Respect for difference and acceptance of pers<strong>on</strong>s with disabilities as part of human<br />
diversity and humanity;<br />
