v. It is very important for people with disabilities to be able to enjoy all areas of life, to have<br />

good health care, to go to school, and to have the informati<strong>on</strong> they need so that they<br />

can use their rights,<br />

w. Every pers<strong>on</strong> has the duty to make sure every<strong>on</strong>e else enjoys his or her rights,<br />

x. The family is the main group in a society, and people with disabilities and their families<br />

should get the protecti<strong>on</strong> and help they need to be able to work for their human rights,<br />

y. An Agreement that covers all areas of life will be very helpful in making lives of people<br />

with disabilities better and in making sure that people with disabilities are treated equally<br />

and equally included in all areas of life, and in poor and richer countries.<br />

Because of all the things listed here, the countries that decide to be part of this Agreement<br />

agree to the following:<br />

ARtIcle 1: puRpose<br />

This Agreement is made is to make sure that<br />

• the human rights and freedoms of all people with disabilities are enjoyed, promoted, and<br />

protected;<br />

• respect for the dignity of people with disabilities is promoted.<br />

People with disabilities include those who have l<strong>on</strong>g-term impairments (for example, physical,<br />

psycho-social, intellectual) and who are not included in society for different reas<strong>on</strong>s (for example,<br />

because of barriers like attitudes, language, physical barriers, laws).<br />

ARtIcle 2: DeFInItI<strong>on</strong>s<br />

“Communicati<strong>on</strong>” means all the ways that people can communicate (for example, spoken<br />

language, sign language, text, Braille, touch, large <str<strong>on</strong>g>print</str<strong>on</strong>g>, written, audio, plain language, human<br />

reader).<br />

“Language” means all kinds of languages (for example, spoken, signed, and types of language<br />

that are not spoken).<br />

“Discriminati<strong>on</strong> <strong>on</strong> the basis of disability” means a pers<strong>on</strong> may be excluded, shut out, or prevented<br />

from doing things because of their disability. This discriminati<strong>on</strong> can be in all areas of<br />

life.<br />

“Reas<strong>on</strong>able Accommodati<strong>on</strong>” means that a pers<strong>on</strong> may need to have changes made so they<br />

are able to enjoy their rights (for example, changes where they live or work). If some changes<br />

are too expensive or too difficult, then they may not have to be made.<br />

“Universal Design” means that things are made, programs created, and places designed so<br />

that they can be used by all people. Sometimes some<strong>on</strong>e with a particular type of disability<br />

may need something specially made so they can enjoy their rights.<br />

ARtIcle 3: GeneRAl pRIncIples<br />

This Agreement is based <strong>on</strong> these principles:<br />

• Dignity<br />

• Ability to choose<br />

• Independence<br />

• N<strong>on</strong>-discriminati<strong>on</strong><br />

• Participati<strong>on</strong><br />

• <str<strong>on</strong>g>Full</str<strong>on</strong>g> inclusi<strong>on</strong><br />
