for their own benefit, but also for the enrichment of society.<br />

3. States Parties shall take all appropriate steps, in accordance with internati<strong>on</strong>al law, to<br />

ensure that laws protecting intellectual property rights do not c<strong>on</strong>stitute an unreas<strong>on</strong>able or<br />

discriminatory barrier to access by pers<strong>on</strong>s with disabilities to cultural materials.<br />

4. Pers<strong>on</strong>s with disabilities shall be entitled, <strong>on</strong> an equal basis with others, to recogniti<strong>on</strong><br />

and support of their specific cultural and linguistic identity, including sign languages and deaf<br />

culture.<br />

5. With a view to enabling pers<strong>on</strong>s with disabilities to participate <strong>on</strong> an equal basis with others<br />

in recreati<strong>on</strong>al, leisure and sporting activities, States Parties shall take appropriate measures:<br />

(a) To encourage and promote the participati<strong>on</strong>, to the fullest extent possible, of pers<strong>on</strong>s with<br />

disabilities in mainstream sporting activities at all levels;<br />

(b) To ensure that pers<strong>on</strong>s with disabilities have an opportunity to organize, develop and<br />

participate in disability-specific sporting and recreati<strong>on</strong>al activities and, to this end, encourage<br />

the provisi<strong>on</strong>, <strong>on</strong> an equal basis with others, of appropriate instructi<strong>on</strong>, training and resources;<br />

(c) To ensure that pers<strong>on</strong>s with disabilities have access to sporting, recreati<strong>on</strong>al and tourism<br />

venues;<br />

(d) To ensure that children with disabilities have equal access with other children to<br />

participati<strong>on</strong> in play, recreati<strong>on</strong> and leisure and sporting activities, including those activities in<br />

the school system;<br />

(e) To ensure that pers<strong>on</strong>s with disabilities have access to services from those involved in the<br />

organizati<strong>on</strong> of recreati<strong>on</strong>al, tourism, leisure and sporting activities.<br />

Article 31, statistics and data collecti<strong>on</strong><br />

1. States Parties undertake to collect appropriate informati<strong>on</strong>, including statistical and<br />

research data, to enable them to formulate and implement policies to give effect to the present<br />

C<strong>on</strong>venti<strong>on</strong>. The process of collecting and maintaining this informati<strong>on</strong> shall:<br />

(a) Comply with legally established safeguards, including legislati<strong>on</strong> <strong>on</strong> data protecti<strong>on</strong>, to<br />

ensure c<strong>on</strong>fidentiality and respect for the privacy of pers<strong>on</strong>s with disabilities;<br />

(b) Comply with internati<strong>on</strong>ally accepted norms to protect human rights and fundamental<br />

freedoms and ethical principles in the collecti<strong>on</strong> and use of statistics.<br />

2. The informati<strong>on</strong> collected in accordance with this article shall be disaggregated, as<br />

appropriate, and used to help assess the implementati<strong>on</strong> of States Parties’ obligati<strong>on</strong>s<br />

under the present C<strong>on</strong>venti<strong>on</strong> and to identify and address the barriers faced by pers<strong>on</strong>s with<br />

disabilities in exercising their rights.<br />

3. States Parties shall assume resp<strong>on</strong>sibility for the disseminati<strong>on</strong> of these statistics and<br />

ensure their accessibility to pers<strong>on</strong>s with disabilities and others.<br />

Article 32, Internati<strong>on</strong>al cooperati<strong>on</strong><br />

1. States Parties recognize the importance of internati<strong>on</strong>al cooperati<strong>on</strong> and its promoti<strong>on</strong>,<br />

in support of nati<strong>on</strong>al efforts for the realizati<strong>on</strong> of the purpose and objectives of the present<br />

C<strong>on</strong>venti<strong>on</strong>, and will undertake appropriate and effective measures in this regard, between<br />

and am<strong>on</strong>g States and, as appropriate, in partnership with relevant internati<strong>on</strong>al and regi<strong>on</strong>al<br />

organizati<strong>on</strong>s and civil society, in particular organizati<strong>on</strong>s of pers<strong>on</strong>s with disabilities. Such<br />

measures could include, inter alia:<br />

(a) Ensuring that internati<strong>on</strong>al cooperati<strong>on</strong>, including internati<strong>on</strong>al development programmes,<br />

is inclusive of and accessible to pers<strong>on</strong>s with disabilities;<br />
