places of registrati<strong>on</strong> and voting, ballot casting, and voter observati<strong>on</strong> . Use in disability rights<br />
advocacy and distribute to nati<strong>on</strong>al electi<strong>on</strong> commissi<strong>on</strong>s, NGOs active in electi<strong>on</strong>s work and<br />
voter observati<strong>on</strong>, and internati<strong>on</strong>al democracy and governance groups engaged in voter<br />
educati<strong>on</strong>, electi<strong>on</strong> administrati<strong>on</strong>, and observati<strong>on</strong> .<br />

materials: Chart paper and markers or blackboard and chalk<br />
1. explain:<br />
Emphasize to the group that people with disabilities can play a significant role in electi<strong>on</strong><br />
observati<strong>on</strong>, ensuring the transparency of an electi<strong>on</strong>, as well as identifying barriers to voting .<br />
Electi<strong>on</strong> observers observe and m<strong>on</strong>itor the balloting process and the counting of results .<br />
Observati<strong>on</strong> includes, am<strong>on</strong>g other issues:<br />
• locati<strong>on</strong> of polling stati<strong>on</strong>s and their accessibility to the populati<strong>on</strong> which includes:<br />
a . the opening and closing of polling stati<strong>on</strong>s at stated times<br />
b . the arrangement of voting booths<br />
c . the orderly movement of voters<br />
• the presence of well-trained and competent officials who are knowledgeable about the<br />
procedures and resp<strong>on</strong>sive to requests for assistance<br />
• an established procedure for identificati<strong>on</strong> and verificati<strong>on</strong> of voters<br />
• secrecy of the act of balloting such as<br />
a. the marking of ballot papers out of the sight of officials and observers<br />
b . provisi<strong>on</strong> for secret balloting for blind voters<br />
• security of the ballot box and integrity of the counting process and results, such as<br />
a . ensuring that ballot boxes are empty before voting begins and secure and sealed<br />
when polling stati<strong>on</strong>s are closed and during any transit procedure<br />
b. ensuring that votes are tallied in a process that inspires c<strong>on</strong>fidence.<br />
2. discuss/draft:<br />
Divide participants into small discussi<strong>on</strong> groups . Ask each group to discuss these questi<strong>on</strong>s:<br />
• How can a disability dimensi<strong>on</strong> be included in electi<strong>on</strong> observati<strong>on</strong>?<br />
• What steps can be taken to ensure that electi<strong>on</strong> observers are aware of electi<strong>on</strong> access<br />
issues?<br />
• How can electi<strong>on</strong> observati<strong>on</strong> results be used to improve electi<strong>on</strong> access in future<br />
electi<strong>on</strong>s?<br />
Ask each group to design their own voter observati<strong>on</strong> forms and/or procedures with questi<strong>on</strong>s<br />
relating to electi<strong>on</strong> access for people with disabilities .<br />
3. Report/discuss:<br />
Ask a spokespers<strong>on</strong> from each group to summarize the group’s discussi<strong>on</strong> c<strong>on</strong>clusi<strong>on</strong>s and<br />
present the group’s draft electi<strong>on</strong> observati<strong>on</strong> form . Record ideas <strong>on</strong> chart paper as they are<br />
menti<strong>on</strong>ed .<br />
