preamble<br />
(Adopted by the un General Assembly 13 December 2006;<br />
The States Parties to the present C<strong>on</strong>venti<strong>on</strong>,<br />
opened for signature 30 march 2007)<br />
(a) Recalling the principles proclaimed in the Charter of the United Nati<strong>on</strong>s which recognize the<br />
inherent dignity and worth and the equal and inalienable rights of all members of the human<br />
family as the foundati<strong>on</strong> of freedom, justice and peace in the world,<br />
(b) Recognizing that the United Nati<strong>on</strong>s, in the Universal Declarati<strong>on</strong> of Human Rights and in<br />
the Internati<strong>on</strong>al Covenants <strong>on</strong> Human Rights, has proclaimed and agreed that every<strong>on</strong>e is<br />
entitled to all the rights and freedoms set forth therein, without distincti<strong>on</strong> of any kind,<br />
(c) Reaffirming the universality, indivisibility, interdependence and interrelatedness of all human<br />
rights and fundamental freedoms and the need for pers<strong>on</strong>s with disabilities to be guaranteed<br />
their full enjoyment without discriminati<strong>on</strong>,<br />
(d) Recalling the Internati<strong>on</strong>al Covenant <strong>on</strong> Ec<strong>on</strong>omic, Social and Cultural Rights, the<br />
Internati<strong>on</strong>al Covenant <strong>on</strong> Civil and Political Rights, the Internati<strong>on</strong>al C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the<br />
Eliminati<strong>on</strong> of All Forms of Racial Discriminati<strong>on</strong>, the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Eliminati<strong>on</strong> of All<br />
Forms of Discriminati<strong>on</strong> against Women, the C<strong>on</strong>venti<strong>on</strong> against Torture and Other Cruel,<br />
Inhuman or Degrading Treatment or Punishment, the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of the Child,<br />
and the Internati<strong>on</strong>al C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Protecti<strong>on</strong> of the Rights of All Migrant Workers and<br />
Members of Their Families,<br />
(e) Recognizing that disability is an evolving c<strong>on</strong>cept and that disability results from the<br />
interacti<strong>on</strong> between pers<strong>on</strong>s with impairments and attitudinal and envir<strong>on</strong>mental barriers that<br />
hinders their full and effective participati<strong>on</strong> in society <strong>on</strong> an equal basis with others,<br />
(f) Recognizing the importance of the principles and policy guidelines c<strong>on</strong>tained in the<br />
World Programme of Acti<strong>on</strong> c<strong>on</strong>cerning Disabled Pers<strong>on</strong>s and in the Standard Rules <strong>on</strong><br />
the Equalizati<strong>on</strong> of Opportunities for Pers<strong>on</strong>s with Disabilities in influencing the promoti<strong>on</strong>,<br />
formulati<strong>on</strong> and evaluati<strong>on</strong> of the policies, plans, programmes and acti<strong>on</strong>s at the nati<strong>on</strong>al,<br />
regi<strong>on</strong>al and internati<strong>on</strong>al levels to further equalize opportunities for pers<strong>on</strong>s with disabilities,<br />
(g) Emphasizing the importance of mainstreaming disability issues as an integral part of<br />
relevant strategies of sustainable development,<br />
(h) Recognizing also that discriminati<strong>on</strong> against any pers<strong>on</strong> <strong>on</strong> the basis of disability is a<br />
violati<strong>on</strong> of the inherent dignity and worth of the human pers<strong>on</strong>,<br />
(i) Recognizing further the diversity of pers<strong>on</strong>s with disabilities,<br />
(j) Recognizing the need to promote and protect the human rights of all pers<strong>on</strong>s with<br />
disabilities, including those who require more intensive support,<br />
(k) C<strong>on</strong>cerned that, despite these various instruments and undertakings, pers<strong>on</strong>s with<br />
disabilities c<strong>on</strong>tinue to face barriers in their participati<strong>on</strong> as equal members of society and<br />
violati<strong>on</strong>s of their human rights in all parts of the world,<br />
