chAPTeR 3: The RighT To PARTiciPATi<strong>on</strong><br />
in PoliTicAl And Public life<br />
un c<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of Pers<strong>on</strong>s with disabilities<br />
Article 29, Participati<strong>on</strong> in political and public life:<br />
States Parties shall guarantee to pers<strong>on</strong>s with disabilities political rights and the opportunity<br />
to enjoy them <strong>on</strong> an equal basis with others, and undertake to:<br />
(a) Ensure that pers<strong>on</strong>s with disabilities can effectively and fully participate in political and<br />
public life <strong>on</strong> an equal basis with others, directly or through freely chosen<br />
representatives, including the right and opportunity for pers<strong>on</strong>s with disabilities to vote<br />
and be elected, inter alia, by:<br />
(i) Ensuring that voting procedures, facilities and materials are appropriate, accessible<br />
and easy to understand and use;<br />
(ii) Protecting the right of pers<strong>on</strong>s with disabilities to vote by secret ballot in electi<strong>on</strong>s<br />
and public referendums, without intimidati<strong>on</strong>, and to stand for electi<strong>on</strong>s, to<br />
effectively hold office and perform all public functi<strong>on</strong>s at all levels of government,<br />
facilitating the use of assistive and new technologies where appropriate;<br />
(iii) Guaranteeing the free expressi<strong>on</strong> of the will of pers<strong>on</strong>s with disabilities as electors<br />
and to this end, where necessary, at their request, allowing assistance in voting by<br />
a pers<strong>on</strong> of their own choice;<br />
(b) Promote actively an envir<strong>on</strong>ment in which pers<strong>on</strong>s with disabilities can effectively and<br />
fully participate in the c<strong>on</strong>duct of public affairs, without discriminati<strong>on</strong> and <strong>on</strong> an equal<br />
basis with others, and encourage their participati<strong>on</strong> in public affairs, including:<br />
(i) Participati<strong>on</strong> in n<strong>on</strong>-governmental organizati<strong>on</strong>s and associati<strong>on</strong>s c<strong>on</strong>cerned with<br />
the public and political life of the country, and in the activities and administrati<strong>on</strong> of<br />
political parties;<br />
(ii) forming and joining organizati<strong>on</strong>s of pers<strong>on</strong>s with disabilities to represent pers<strong>on</strong>s<br />
with disabilities at internati<strong>on</strong>al, nati<strong>on</strong>al, regi<strong>on</strong>al and local levels .<br />
obJecTives<br />
The background informati<strong>on</strong> and exercises c<strong>on</strong>tained in this chapter will enable participants to<br />
work towards the following objectives:<br />
• Define the right to participati<strong>on</strong> in political and public life<br />
• Explain the importance of participati<strong>on</strong> for achieving disability rights<br />
• Understand the interrelati<strong>on</strong>ship between the right to participati<strong>on</strong> and other human rights<br />
• Identify ways in which the rights of people with disabilities to participate in political in<br />
political and public life and decisi<strong>on</strong>-making generally has been promoted or denied<br />
• Describe the provisi<strong>on</strong>s regarding participati<strong>on</strong> in the c<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of<br />
Pers<strong>on</strong>s with disabilities (CRPD)<br />
• Highlight possible advocacy strategies to advance the right of people with disabilities to<br />
participate in decisi<strong>on</strong>-making, including in political and public life .<br />
