b. Cannot have their passports or other identificati<strong>on</strong> of nati<strong>on</strong>ality taken away without<br />

a reas<strong>on</strong> or because of a disability, and that they are allowed to try to move to another<br />

country;<br />

c. Are free to leave their own country and any other country;<br />

d. Cannot be stopped from entering their own country without a reas<strong>on</strong> or because of a<br />

disability.<br />

2. Children with disabilities will be registered immediately after they are born. They will<br />

have the right to a name, to a nati<strong>on</strong>ality, and as much as possible the right to know<br />

their parents and be raised by their own parents.<br />

ARtIcle 19: lIvInG InDepenDently AnD beInG IncluDeD In tHe communIty<br />

All people with disabilities have the same right as any<strong>on</strong>e else to live in the community, to be<br />

fully included and to participate in the community.<br />

The countries will make sure that people with disabilities:<br />

a. Have the same opportunities as other people to choose whom they live with and where<br />

they live. They should not be forced to live in instituti<strong>on</strong>s or in other living arrangements<br />

that they do not like;<br />

b. Have a range of choices <strong>on</strong> where and how to live in the community, including pers<strong>on</strong>al<br />

assistance to help with inclusi<strong>on</strong> in the community and prevent them from being isolated;<br />

c. Can use community services that are available to the public, which may need to be<br />

adapted to a particular pers<strong>on</strong>’s needs.<br />

ARtIcle 20: peRs<strong>on</strong>Al mobIlIty<br />

The countries will make sure that people with disabilities can move around with the greatest<br />

possible independence, including:<br />

a. Assisting people to move around in the way at the time they choose, and at a cost that<br />

they can afford;<br />

b. Assisting people with disabilities to access mobility aids and technology, including making<br />

sure they do not cost a lot;<br />

c. Providing training in mobility skills for people with disabilities and staff working with them;<br />

d. Encouraging those that produce mobility aids and technology to take into account all<br />

aspects of movement.<br />

ARtIcle 21: FReeDom oF expRessI<strong>on</strong> AnD opInI<strong>on</strong> AnD Access to<br />

InFoRmAtI<strong>on</strong><br />

The countries will make sure that people with disabilities have the right to say what they think<br />

through Braille, sign language, or any other types of communicati<strong>on</strong> that they choose.<br />

The countries will make sure people with disabilities have the same right as other people to<br />

give and receive informati<strong>on</strong>, including:<br />

a. Providing informati<strong>on</strong> intended for the general public to people with disabilities in formats<br />

that are adequate for them without extra cost (for example, Braille);<br />

b. Accepting the use of different ways people with disabilities communicate in official situati<strong>on</strong>s;<br />

c. Encouraging private businesses and organizati<strong>on</strong>s that serve the public to make their<br />
