Chapter 5: the right tO life and<br />

prOteCtiOn in situatiOns Of risK<br />

un COnVentiOn On the rights Of persOns with disabilities<br />

article 10, right to life:<br />

States Parties reaffirm that every human being has the inherent right to life and<br />

shall take all necessary measures to ensure its effective enjoyment by pers<strong>on</strong>s<br />

with disabilities <strong>on</strong> an equal basis with others.<br />

article 11, situati<strong>on</strong>s of risk and humanitarian emergencies:<br />

States Parties shall take, in accordance with their obligati<strong>on</strong>s under internati<strong>on</strong>al<br />

law, including internati<strong>on</strong>al humanitarian law and internati<strong>on</strong>al human rights<br />

law, all necessary measures to ensure the protecti<strong>on</strong> and safety of pers<strong>on</strong>s with<br />

disabilities in situati<strong>on</strong>s of risk, including situati<strong>on</strong>s of armed c<strong>on</strong>flict, humanitarian<br />

emergencies and the occurrence of natural disasters.<br />

ObJeCtiVes<br />

The background informati<strong>on</strong> and exercises c<strong>on</strong>tained in this chapter will enable participants to<br />

work towards the following objectives:<br />

• Define the right to life<br />

• Define the right to protecti<strong>on</strong> in situati<strong>on</strong>s of risk and humanitarian emergencies<br />

• Understand the interrelati<strong>on</strong>ship between the right to life and protecti<strong>on</strong> in<br />

situati<strong>on</strong>s of risk and other human rights<br />

• Identify ways in which the right to life of people with disabilities and protecti<strong>on</strong> in<br />

situati<strong>on</strong>s of risk have been promoted or denied<br />

• Describe the provisi<strong>on</strong>s regarding the right to life and protecti<strong>on</strong> in situati<strong>on</strong>s of risk<br />

and humanitarian emergencies in the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the rights of pers<strong>on</strong>s with<br />

disabilities (CRPD).<br />

For disabled people like me who are c<strong>on</strong>stantly up against society’s<br />

belief that our lives are of less quality, the right to life article is<br />

literally a matter of life and death. To participate in its development is<br />

of vital importance.<br />
