Nancy Flowers is a writer, editor, and human rights activist. She has worked to develop<br />

Amnesty Internati<strong>on</strong>al USA's educati<strong>on</strong> program and was a co-founder of Human Rights USA.<br />

Recent publicati<strong>on</strong>s include Compasito, a Manual for Children’s Human Rights Educati<strong>on</strong><br />

(Council of Europe, 2007) and Local Acti<strong>on</strong>/Global Change: Learning about the Human Rights<br />

of Women and Girls, (Paradigm Press, 2007). She has served as c<strong>on</strong>sultant to governments,<br />

NGOs, and UN agencies and edits the University of Minnesota Human Rights Resource<br />

Center’s Human Rights Educati<strong>on</strong> Series.<br />

ABOUT THE AUTHORS<br />

Joelle Balfe is an independent c<strong>on</strong>sultant with an extensive practice area that includes<br />

disability issues, internati<strong>on</strong>al public health, and human rights law and policy. She has<br />

developed human rights educati<strong>on</strong> curricula and materials for a range of n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s and spearheaded nati<strong>on</strong>al and internati<strong>on</strong>al advocacy campaign initiatives. Ms.<br />

Balfe provided core analytical and advocacy support to both governments and civil society<br />

participants in the development of the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of Pers<strong>on</strong>s with Disabilities.<br />

Her diverse c<strong>on</strong>sulting practice provides analytical, communicati<strong>on</strong>s, advocacy, and writing<br />

services to individuals, organizati<strong>on</strong>s, and instituti<strong>on</strong>s in the public and private sectors.<br />

Katherine Guernsey is an attorney with a practice focusing <strong>on</strong> public internati<strong>on</strong>al law, human<br />

rights, disability, and internati<strong>on</strong>al development. Her clients include the World Bank Group and<br />

Disabled Peoples’ Internati<strong>on</strong>al. She is also an adjunct professor at the American University<br />

<str<strong>on</strong>g>School</str<strong>on</strong>g> of Internati<strong>on</strong>al Service, where she teaches human rights. Ms. Guernsey served as<br />

legal counsel to a variety of disabled people’s organizati<strong>on</strong>s and governmental delegati<strong>on</strong>s<br />

throughout the drafting of the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of Pers<strong>on</strong>s with Disabilities, and<br />

c<strong>on</strong>tinues to work <strong>on</strong> issues related to ratificati<strong>on</strong> and implementati<strong>on</strong> of the C<strong>on</strong>venti<strong>on</strong>. She<br />

has designed and implemented human rights educati<strong>on</strong> and awareness-raising initiatives for<br />

people with disabilities in Central and South America, Africa, Europe, Asia and the Middle East.<br />

Valerie Karr is an expert in the field of child educati<strong>on</strong> with a str<strong>on</strong>g clinical background in<br />

special educati<strong>on</strong> and extensive experience in internati<strong>on</strong>al educati<strong>on</strong> programming, including<br />

c<strong>on</strong>sultancies for UNESCO’s inclusive educati<strong>on</strong> sector. Currently a Ph.D. candidate at<br />

Teachers College, Columbia University, Ms. Karr is a specialist in qualitative and quantitative<br />

program analysis, including assessment and evaluati<strong>on</strong> and the development of measurement<br />

tools and strategies.<br />

Janet Lord is a Partner in the internati<strong>on</strong>al law and development firm Blue <str<strong>on</strong>g>Law</str<strong>on</strong>g> LLP and an<br />

Adjunct Professor of <str<strong>on</strong>g>Law</str<strong>on</strong>g> at the University of Maryland <str<strong>on</strong>g>School</str<strong>on</strong>g> of <str<strong>on</strong>g>Law</str<strong>on</strong>g>. A human rights educator<br />

with more than ten years of experience, Ms. Lord has designed and delivered human rights<br />

educati<strong>on</strong> programs in all regi<strong>on</strong>s of the world, most recently in Yemen, Egypt, and Liberia.<br />

She participated in all sessi<strong>on</strong>s of the negotiati<strong>on</strong> of the UN C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Rights of<br />

Pers<strong>on</strong>s with Disabilities, drafting proposed treaty text and advising civil society and<br />

governments alike <strong>on</strong> complex legal and technical matters. A leading expert <strong>on</strong> internati<strong>on</strong>al<br />

human rights law and disability, Ms. Lord has implemented human rights programming for a<br />

number of nati<strong>on</strong>al and internati<strong>on</strong>al organizati<strong>on</strong>s, including the UN Office of the High<br />

Commissi<strong>on</strong> for Human Rights, UNDP, UN DESA, the US Nati<strong>on</strong>al Council <strong>on</strong> <strong>Disability</strong>,<br />

Disabled Peoples Internati<strong>on</strong>al, and IFES.
