the NOI database to generate a more complete characterization of the distribution of ballast water<br />

capacity among VGP eligible vessels (Table 5). The distribution of ballast water capacity is<br />

strongly positively skewed for all vessel service classes, meaning that the majority of the<br />

observations are below the mathematical mean. The skew is particularly strong for barges, cargo<br />

carriers <strong>and</strong> large cruise ships.<br />
