Attached for your use are two copies of a technical paper on the benefits of<br />

using dowel bars in PCC <strong>pavement</strong>s. This paper suggests that dowel bars she;::<br />

be used on all <strong>pavement</strong>s, except possibly those with low truck volumes.<br />

paper also points out the need for proper installation if the benefits of the<br />

dowels are to be realized. Many States are experiencing premature deterioration<br />

of their undoweled PCC <strong>pavement</strong>s. In these cases, we encourage the field offices<br />

to work with the States in evaluating the merits of dowel bars.<br />

We suggest that a copy of this paper be forwarded to each division office.<br />

We appreciate the efforts of the regional offices in reviewing the draft of<br />
