<strong>Code</strong> 19 FIRST INSPECTION, TESTING AND<br />
CERTIFICATION<br />
19A Certification on Completion <strong>of</strong> an Installation<br />
(a) Certification on <strong>the</strong> design—<br />
After <strong>the</strong> design is completed <strong>for</strong> new work, alteration or addition to be<br />
made to an existing installation, it should be certified, be<strong>for</strong>e installation,<br />
by a registered electrical worker that <strong>the</strong> relevant design is in compliance<br />
with <strong>the</strong> <strong>Wiring</strong> <strong>Regulations</strong>.<br />
(b) Certification on <strong>the</strong> installation—<br />
After an installation is completed, or work completed subsequent to<br />
repair, alteration or addition made to an existing installation and be<strong>for</strong>e<br />
it is energized <strong>for</strong> use, it should be inspected, tested and certified by a<br />
registered electrical worker that <strong>the</strong> wiring installation is completed to<br />
<strong>the</strong> relevant design and is in compliance with <strong>the</strong> <strong>Wiring</strong> <strong>Regulations</strong>.<br />
(c) If <strong>the</strong> installation, alteration or addition is designed, inspected and tested<br />
by <strong>the</strong> same electrical worker, he should certify both <strong>the</strong> design and <strong>the</strong><br />
installation as required under subparagraphs (a) and (b).<br />
(d ) In <strong>the</strong> case <strong>of</strong> a repair, alteration or addition to an installation, only <strong>the</strong><br />
affected parts <strong>of</strong> <strong>the</strong> installation need to be inspected, tested and<br />
certified.<br />
(e) Certification as required in subparagraphs (a) and (b) should be made<br />
on prescribed <strong>for</strong>ms specified by <strong>the</strong> Director (i.e. Work Completion<br />
Certificate).<br />
19B Work Completion Certificate<br />
(a) For <strong>the</strong> purpose <strong>of</strong> regulations 19(1) and 19(2), <strong>the</strong> registered electrical<br />
worker(s) and contractor(s) should sign work completion certificate(s) and<br />
issue it to <strong>the</strong> owner after completion <strong>of</strong> <strong>the</strong> electrical installation or any<br />
work subsequent to repair, alteration or addition to an existing<br />
installation. This should be done be<strong>for</strong>e <strong>the</strong> installation is energised.<br />
(b) It is recommended that in order to expedite <strong>the</strong> application <strong>for</strong> supply<br />
connection, a copy <strong>of</strong> <strong>the</strong> certificate may be copied to <strong>the</strong> electricity<br />
supplier concerned.<br />
(c) Where an installation is subdivided into more than one part and<br />
individual parts are not inspected and tested by <strong>the</strong> same registered<br />
electrical worker, a single certificate may be issued and certified by a<br />
registered electrical worker to cover a number or all <strong>of</strong> <strong>the</strong> individual<br />
parts, provided that he has received <strong>the</strong> appropriate certificates signed by<br />
o<strong>the</strong>r registered electrical workers <strong>for</strong> <strong>the</strong> individual parts.<br />
