(3) Work on H.V. electrical equipment<br />

(a) Work involving <strong>the</strong> handling <strong>of</strong> live parts or working within<br />

touchable distance, direct or indirect, <strong>of</strong> live parts, is not permitted.<br />

(b) No person should carry out maintenance, repair, cleaning and<br />

testing on any part <strong>of</strong> high voltage electrical equipment unless such<br />

parts <strong>of</strong> <strong>the</strong> electrical equipment are:<br />

(i) dead;<br />

(ii) isolated from live conductors and all practical steps taken to<br />

lock <strong>of</strong>f from live sources;<br />

(iii) effectively ear<strong>the</strong>d at all points <strong>of</strong> disconnection <strong>of</strong> supply to<br />

such apparatus or between such points and <strong>the</strong> points <strong>of</strong> work;<br />

(iv) fixed with warning notices <strong>for</strong> repair, barriers and/or screens;<br />

and<br />

(v) released <strong>for</strong> work by issue <strong>of</strong> a permit-to-work (sample shown<br />

in Appendix 16).<br />

It is <strong>the</strong> duty <strong>of</strong> <strong>the</strong> responsible person to ensure that all <strong>the</strong><br />

<strong>for</strong>egoing provisions are complied with prior to <strong>the</strong> issue <strong>of</strong> <strong>the</strong><br />

permit-to-work.<br />

4I General Safety <strong>Practice</strong>s<br />

<strong>Code</strong>s 4G, 4H and o<strong>the</strong>r requirements mentioned elsewhere in <strong>the</strong> CoP<br />

are safety practices to be observed <strong>for</strong> work on electrical equipment. In<br />

addition, <strong>the</strong> following general safety practices should be observed <strong>for</strong><br />

work on electrical equipment:<br />

(a) Check be<strong>for</strong>e Act<br />

The scope <strong>of</strong> work and relevant circuit should be checked be<strong>for</strong>e<br />

starting any electrical work. Suitable lighting and adequate<br />

illumination should be provided <strong>for</strong> <strong>the</strong> workplace. The condition <strong>of</strong><br />

tools and instruments should also be checked be<strong>for</strong>e carrying out<br />

electrical work.<br />

(b) Isolate and Lockout<br />

The circuit / equipment under maintenance should be isolated as far<br />

as practicable. The relevant isolator should be locked out. A<br />

suitable warning notice should be placed close to <strong>the</strong> isolator.<br />

(c) De-energize<br />

The circuit/equipment to be worked on should be checked to ensure<br />

that it is dead.<br />

(d ) O<strong>the</strong>rs<br />

(i) The workplace should be kept clean and tidy.<br />
