21D Testing <strong>of</strong> High Voltage Installations<br />

(1) Safety<br />

Precautionary measures should be taken and <strong>the</strong> methods <strong>of</strong> tests should<br />

be such that no danger to persons or property can occur even if <strong>the</strong><br />

circuit being tested is defective.<br />

(2) Testing requirements<br />

Testing <strong>for</strong> High Voltage installations should be referred to relevant<br />

recognised standards, manufacturers’ recommendation, operations and<br />

maintenance instructions.<br />

21E Points to be Noted by Registered Electrical Workers<br />

(1) Signing <strong>of</strong> certificates<br />

(a) A registered electrical worker should not sign certificates <strong>for</strong> tests<br />

and inspections unless he has carried out or supervised <strong>the</strong> tests and<br />

inspections on site, and is satisfied with <strong>the</strong> results <strong>of</strong> <strong>the</strong> tests and<br />

inspections.<br />

(b) A registered electrical worker should not sign certificates <strong>for</strong> tests<br />

and inspections carried out by o<strong>the</strong>r registered electrical workers<br />

unless:<br />

(i) he has received <strong>the</strong> appropriate certificates <strong>for</strong> <strong>the</strong> tests and<br />

inspection results certified by o<strong>the</strong>r registered electrical workers;<br />

(ii) he is satisfied with <strong>the</strong> results <strong>of</strong> <strong>the</strong> tests and inspections;<br />

(iii) he is satisfied that <strong>the</strong> certificates or inspection reports<br />

submitted to him are completed and signed by registered<br />

electrical worker <strong>of</strong> appropriate grade and in compliance with<br />

<strong>the</strong> <strong>Wiring</strong> <strong>Regulations</strong>; and<br />

(iv) he has taken reasonable steps to ascertain that <strong>the</strong> tests and<br />

inspections have been genuinely carried out.<br />

(2) Dates <strong>of</strong> tests, inspections and certification<br />

It is acceptable that <strong>the</strong> actual dates <strong>of</strong> all tests and inspections be<br />

different from <strong>the</strong> date <strong>of</strong> certification. However, <strong>for</strong> <strong>the</strong> registered<br />

electrical worker to be satisfied that <strong>the</strong> results <strong>of</strong> <strong>the</strong>se tests and<br />

inspections are valid, he must ensure that <strong>the</strong> final inspections, insulation<br />

resistance tests and functional tests <strong>of</strong> protective and control devices are<br />

carried out as close to <strong>the</strong> date <strong>of</strong> certification as possible. O<strong>the</strong>r tests<br />

and inspections listed under <strong>Code</strong> 21 may be carried out at a reasonable<br />

time, normally not exceeding one month, be<strong>for</strong>e <strong>the</strong> date <strong>of</strong> certification<br />

provided that due precautions have been taken to ensure that nothing<br />
