including providing frequent updates to <strong>the</strong> Recovery Team, government agencies, Native<br />

organizations, <strong>and</strong> private interests. (<strong>Eider</strong> Coordinator appointed in 1995)<br />

A2. Verify <strong>the</strong> recovery objectives <strong>and</strong> periodically update <strong>the</strong> recovery plan. The recovery<br />

objectives should be reviewed periodically (at least every 3 years). The recovery objectives<br />

may be revised based on investigations <strong>of</strong>hypo<strong>the</strong>ses about <strong>the</strong> obstacles to recovery (task<br />

CS), development <strong>of</strong> population monitoring techniques (task Bi), refinement <strong>of</strong> <strong>the</strong><br />

demographic population model (task C2), <strong>and</strong>/or computer simulations <strong>of</strong> population viability.<br />

The need for updating or revising recovery plan tasks <strong>and</strong> task priorities should be evaluated<br />

annually by <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> Recovery Team. The team may also provide<br />

recommendations for annual implementation <strong>of</strong> <strong>the</strong> recovery plan.<br />

A2. 1. Prepare a technical report on population modeling <strong>and</strong> viability simulations~ <strong>and</strong><br />

<strong>the</strong>ir applications in recovery objectives. The modeling <strong>and</strong> analysis presented in<br />

Appendices 1-111 should be compiled in a more detailed, technical report to provide<br />

documentation for future refinements.<br />

A3. Conduct a status review for each population. A status review <strong>of</strong> each distinct<br />

population (YKD, NS, AR) that addresses <strong>the</strong> Recovery Criteria in this plan should be<br />

conducted. Available data suggest that <strong>the</strong> YKD <strong>and</strong> AR populations may warrant<br />

reclassification.<br />

A4. Provide Native organizations with opportunities for participation in <strong>the</strong> decision-making<br />

process in implementing <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> Recovery Plan. The <strong>Service</strong> should encourage<br />

involvement by Native Organizations in <strong>the</strong> implementation <strong>of</strong> recovery tasks, particularly but<br />

not only tasks related to Information <strong>and</strong> Education (I&E) <strong>and</strong> <strong>Spectacled</strong> <strong>Eider</strong> harvest<br />

management. Government agencies would retain legal authorities <strong>and</strong> jurisdiction over <strong>the</strong>ir<br />

trust resources, but <strong>the</strong> <strong>Service</strong> <strong>and</strong> ADF&G should work cooperatively with Native<br />

representatives to formulate <strong>and</strong> implement mutually beneficial conservation actions. Ultimate<br />

decision making authority is retained by <strong>the</strong> <strong>Service</strong> for all migratory birds.<br />

A4. 1. Develop Memor<strong>and</strong>a <strong>of</strong> Agreement between <strong>the</strong> <strong>Service</strong>. Native Organizations~ <strong>and</strong><br />

ADF&G to implement <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> Recovery Plan. These agreements could be<br />

similar in concept to <strong>the</strong> Yukon-Kuskokwim Delta Goose Management Plan or <strong>the</strong> Sea<br />

Otter Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing with ADF&G <strong>and</strong> <strong>the</strong> Sea Otter Commission. Three<br />

separate agreements are recommended: YKD, NS, <strong>and</strong> <strong>the</strong> Bering Strait area. The three<br />

regions have different Native organizations <strong>and</strong> governments <strong>and</strong> represent distinct Native<br />

cultures (including three languages).<br />

As part <strong>of</strong> <strong>the</strong> Memor<strong>and</strong>a <strong>of</strong> Agreement, programs should be developed to eliminate<br />

intentional subsistence harvest <strong>and</strong> minimize incidental subsistence take <strong>of</strong> <strong>Spectacled</strong><br />

<strong>Eider</strong>s. Available data indicate that subsistence harvest <strong>of</strong><strong>Spectacled</strong> <strong>Eider</strong>s is limited, but<br />

this mortality is still significant at least for <strong>the</strong> YKD population considering: (1) <strong>the</strong><br />
