Ill. IMPLEMENTATION SCHEDULE<br />

The following table outlines actions <strong>and</strong> estimated costs for <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> recovery<br />

program. It is a guide to meet <strong>the</strong> recovery objectives discussed in Part II <strong>of</strong> this plan. This<br />

table indicates <strong>the</strong> task priorities, task numbers, brief task descriptions, duration <strong>of</strong> tasks, <strong>the</strong><br />

responsible agencies, <strong>and</strong> lastly, <strong>the</strong> estimated costs. These actions, when accomplished,<br />

should move <strong>the</strong> <strong>Spectacled</strong> <strong>Eider</strong> toward recovery. The estimated costs for all parties<br />

involved in recovery actions are identified, <strong>and</strong> <strong>the</strong>refore, Part III reflects <strong>the</strong> total estimated<br />

cost for <strong>the</strong> recovery <strong>of</strong> this species.<br />

Priorities in column two <strong>of</strong> <strong>the</strong> implementation schedule are assigned as follows:<br />

1. Priority 1: An action that must be taken to prevent extinction or to prevent <strong>the</strong> species<br />

from declining irreversibly in <strong>the</strong> foreseeable future.<br />

2. Priority 2: An action that must be taken to prevent a significant decline in population<br />

or habitat quality, or some o<strong>the</strong>r significant negative impact short <strong>of</strong> extinction.<br />

3. Priority 3: All o<strong>the</strong>r actions necessary to meet recovery objectives.<br />

Because <strong>of</strong> <strong>the</strong> continuing decline <strong>of</strong> <strong>Spectacled</strong> <strong>Eider</strong>s on <strong>the</strong> YKD, actions that may lead to<br />

identifying <strong>and</strong> underst<strong>and</strong>ing <strong>the</strong> relative importance <strong>of</strong> obstacles to recovery, <strong>and</strong> <strong>the</strong>refore,<br />

solutions to overcoming those obstacles, are considered priority 1. Similar actions for <strong>the</strong> NS<br />

<strong>and</strong> AR are considered priority 2. All o<strong>the</strong>r actions are considered priority 3.<br />

The lack <strong>of</strong> knowledge on <strong>the</strong> obstacles to <strong>the</strong> recovery <strong>of</strong> <strong>Spectacled</strong> <strong>Eider</strong>s precludes <strong>the</strong><br />

estimation <strong>of</strong> a recovery date at this time. In order to provide some continuity in recovery<br />

planning, however, costs have been estimated for a five year period beginning with <strong>the</strong> first<br />

year in which a task is implemented (year 1). Cost estimates are based on <strong>the</strong> best possible<br />

information about study plans, materials, <strong>and</strong> logistics. Estimates will be adjusted when<br />

necessary as a result <strong>of</strong> new information, or revised task methods. Estimates do not include<br />

salaries for permanent employees <strong>of</strong> responsible parties.<br />
